Presley project. He noted the sensitivity of visibility and grading of the project. He stated that the <br />applicant would be repainting the Panganiban house in conjunction with the project. He also noted the <br />applicant's concurrence with the school developer fee. <br /> <br />Linda Chavez, East Bay Regional Park District, P.O. Box 5351, noted that currently the dedicated land <br />is being utilized as open space. The District is happy to get the open space land. She noted that a <br />staging area is being requested on the Lester property. <br /> <br />Discussion ensued relating to public access onto open space dedication, no existing trails at the present <br />time, and future possibilities for open space. <br /> <br />James Perasso, 7765-B Canyon Meadow Circle, expressed concern with the welfare of the existing <br />home on the property and with the hillside slide that is on the access road, maintenance of the road, <br />access for fire personnel and increased fire danger, Dublin Canyon Road views being affected, and <br />effects on Foothill Road traffic and safety. <br /> <br />The applicant noted that a fire management plan and landscaping buffers have been developed to <br />mitigate fire issues. <br /> <br />James Hull, 7560-D Canyon Meadow Circle, expressed concern with issues relating to traffic on Dublin <br />Canyon Road and not approving additional development until the road is widened and a left-turn lane <br />installed. <br /> <br />Discussion ensued relating to plans for design of the new bridge and road widening. <br /> <br />Mr. Ford provided a visual analysis of the project for the commissioner's review and stated the project is <br />not visible from surrounding areas. Discussion ensued relating to the visibility of project, reducing <br />height of homes to reduce visibility, mature landscaping being used to reduce visibility of homes, <br />reducing FAR to 20 percent, the minimal effect this project has on traffic, and lack of visibility of <br />Panganiban home from Dublin Canyon Road. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny commended staff for their work on the report and the difficulty in analyzing this <br />property. He disclosed he visited the property and Stoneridge Mall was not visible. He advised that the <br />only major facility he could see was the PeopleSoft building and that he could see homes in the City of <br />Dublin on the other side of the Canyon and the other side of Interstate 580. He stated that he could not <br />see the homes on Dublin Canyon Road. He noted in his opinion this property is an extension of the <br />Presley subdivision. He noted that the number of homes in the project would not have a significant <br />impact on traffic and noted residents would probably not use Dublin Canyon Road to enter and exit the <br />project. He expressed support for the project and suggested that a condition relating to grading be <br />included. <br /> <br />Commissioner Sullivan disclosed he visited the property and noted that the Panganiban home is very <br />prominent versus what is shown in photographs and that houses will be very visible.
