Commissioner Cooper expressed support with the aesthetics of the project, the creative site layout with
the buildings paired and the symmetry, the amount of landscaping adding visual interest to area, the
location of bus stops, the plan for a public art piece, the Traffic Demand Management Plan, and
proximity of project to public transportation. The project will bring good jobs and employees to the
City. In conclusion, he noted support in approving the application.

Commissioner Maas expressed concurrence with Commissioner Cooper's comments. She said it looks
great and will be a great addition. She noted she met with the applicant and was in support of approving
the project.

Commissioner Roberts concurred with Commissioner Cooper and Maas' comments. She expressed
support with the Transportation Demand Management Plan and bus turnouts, the public art, the
arrangement of buildings and design of project, building being in close proximity to Stoneridge Mail
Road. She noted that due to the noise in the area from the mall and Interstate 680, hours of construction
should be extended to Monday through Saturday. She inquired whether the applicant will provide a
shuttle to BART.

PUBLIC HEARING WAS REOPENED

Mr. Paradis stated they would be willing to explore options relating to the need for an additional shuttle
to BART. They would be sensitive to the residents, and if there are complaints they would respond.

PUBLIC HEARING WAS CLOSED

Commissioner Sullivan expressed general concurrence with his fellow Commissioners' statements. He
expressed support with building being in close proximity to Stoneridge Drive, the driveway, the location
of parking the behind building and the Traffic Demand Management Plan. However, he expressed
concern with the number of identical developments in this area and suggested having smaller building
with more open space and less parking lots. Further, he suggested the applicant provide bike lockers and
provide additional showers. He expressed his support with the applicant providing a BART shuttle, and
suggested sharing the cost with neighboring businesses, and charging a fee for parking on site.

Chairperson Kumaran expressed support with the design of project, Traffic Demand management Plan,
the civic art project, and the placement of buildings. However, he expressed concern with traffic issues
and the close proximity of the project to the main road in front and Interstate 680 and suggested
relocating buildings to minimize appearance of massing in front and freeway proximity, and with
relocating parking in front of the building.

Commissioner Kameny expressed support with the planning of project and expressed concurrence with
Commissioner Cooper's comments. He noted he met with the applicant.

PUBLIC HEARING WAS REOPENED

PLANNING COMMISSION MINUTES Page 11 January 27, 1999
