PUD-81-22-9M, Pleasanton Hines Land, LLC <br /> Application for a modification to an approved Planned Unit Development (PUD) to modify <br /> the building design and site layout for the former Wells Fargo project. The current project <br /> includes the construction of four, five-story office building totaling 604,750 square feet <br /> generally located at the southeast corner of Stoneridge Mall Road and Embarcadero Court. <br /> Zoning for the property is PUD (Planned Unit Development) C-O (Commercial-Office) <br /> District. <br /> <br />Mr. Iserson presented the staff report and highlighted key areas including background information, site <br />and project description, land use, site plan, building design, traffic/circulation, commute alternatives, <br />driveway analysis, parking, noise, grading and utilities, landscaping, public art, and signage. In <br />conclusion, he noted that staffs recommendation is that the Commission adopt a resolution approving <br />Case PUD-81-22-9M, an application for PUD design review approval to construct four, five-story <br />buildings totaling 604,750 square feet, subject to the conditions shown in "Exhibit B," and staffs memo. <br />Additionally, staff would like to add a sentence to the end of Condition #8 clarifying traffic mitigations <br />if the project is constructed all in one phase. This language should read as follows, "In the event that the <br />entire project is built in one phase, the City shall determine which, if any, of the required traffic <br />mitigations to the Stoneridge Drive/Stoneridge Mall Road intersection and the Foothill Road/Dublin <br />Canyon Road Way intersection shall be constructed by the applicant." <br /> <br />Discussion ensued relating to phasing of building, clarification of project being labeled "a dated <br />design", the electric refueling station, construction times, and clarification of what the Planning <br />Commission can and can not approve. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />The applicant, Paul Paradis of Hines, provided the Commission with background information relating to <br />Hines and noted the various location of their other projects. He stated that Hines would be utilizing one <br />of the offices as their marketing center. He noted that the developer has exercised caution in keeping the <br />same size buildings as contained in Wells Fargo's plan, the same number of parking spaces, and that the <br />design of project has been changed for practical purposes. He stated that the applicant has addressed <br />neighbor's concerns and will cooperate in mitigating issues of constmction. He noted that the applicant <br />is sensitive to traffic concerns, encourages public transportation for tenants, and commented on the <br />Traffic Demand Management Plan (TDM). He noted that the applicant will work with the City on a <br />public arts project for development. <br /> <br />Steve Worthington, architect, provided an overview of a model of the proposed development. <br /> <br />Richard Hengehold, representing Masse's, P.O. Box 1659, noted that a letter was faxed to the Planning <br />staff listing concerns with the project. He noted the applicant has been very cooperative in addressing <br />these concerns and stated he is in support of project. He stated he would be in support of more <br />driveways for project.
