Otis Nostrand, 2654 Vista Diablo Court, expressed concern regarding a staging area planned for <br />the Shadow Cliffs Regional Recreational Park behind the Vista Diablo development and <br />proposed that it be relocated to the old "S"-Curve. He requested that the street lighting on <br />Vineyard Avenue be aesthetically pleasing and that the community park be utilized for passive <br />uses and not contain a sports facility. He suggested that sports facilities be located at the <br />proposed elementary school. <br /> <br />David Feldsine, 560 Tawny Drive, expressed concem with the planned traffic signal at the <br />intersection of Vineyard Avenue and Bemal Avenue due to vehicles cutting through to avoid the <br />light. He was also concerned about an increase in vehicular noise created by a traffic signal, <br />particularly annoyances of stopping and starting vehicles. <br /> <br />Irmeli Vatanen, 1504 Redwood Drive, inquired about the cumulative effects of pesticides utilized <br />for vineyards; whether underground water beneath the vineyards might impact the Arroyo; the <br />differences in pesticide and fertilizer use between vineyards and other agriculture and the toxicity <br />of both; how far vineyards should be located from residences and the school in order to prevent <br />contamination from spraying; and an examination of the cumulative effects of agriculture. <br /> <br />Steve Brozosky, 1700 Vineyard Avenue, expressed concern with impacts from school traffic, fire <br />danger in the hillside area, the effects of development on view sheds, and the responsibility of <br />residents to maintain fire breaks. He also expressed concern with the two proposed hilltop home <br />sites on Lot 24 and suggested relocation of these to the front of Lot 24. He concluded by <br />requesting that staff examine traffic safety issues at General Plan buildout for the Vineyard <br />Avenue/Montevino Drive intersection. <br /> <br />Mary Roberts, 1666 Vineyard Avenue, commended staffand the consultants on the DEIR. She <br />commented positively on the trails, design factors, and with public transportation being extended <br />to the area. She expressed concern with bed-and-breakfast inns being allowed in open space <br />areas and requested that staff address this issue. She expressed concern with the removal of trees <br />and the effects on wildlife. She requested that larger replacement trees be required in the Plan <br />Area. She expressed concern with the mining activities on Lot 21 and with more diminution of <br />vineyard land. She also suggested that staff analyze the Ruby Hill disclosure statement regarding <br />Lot 21. She expressed concern with agricultural chemicals in relation to public health and safety; <br />however, she noted that sulfur has no detrimental effects other than smell. She noted concern <br />with fire trails and the possible relocation of the school. She requested that the architecture of <br />the school be compatible with the rural vineyard area design. She noted concern with school <br />parking and noise impacts, and requested that no large sporting events be held at the school.
