Mr. Rasmussen stated that responses to the Commission and the public comments should be <br />available by the end of February. He added that the economic analysis for the comparison of <br />development against the cost of infrastructure to determine feasibility of the Plan should be <br />available by February 10. He indicated that a special meeting is recommended for February 17 <br />to discuss Draft Specific Plan issues and that at least one additional meeting for the Planning <br />Commission to take final action on the project. <br /> <br />Discussion ensued between the Commissioners and staff relating to the restriction of mining on <br />Lot 21 by excluding Lot 21 from the Draft Specific Plan, the possibility of relocating the school <br />site, restrictions on park use, the possibility of involving the County in restricting residences <br />near mining operations, the removal of heritage trees, and the size of medium-density residential <br />parcels. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Harvey Kameny, 2832 Gray Fox Court, expressed concerns relating to potential fire hazards <br />associated with the park and trails. He requested that the EIR address trail fire safety and police <br />security issues associated with use of the trails, potential noise impacts created by the park on <br />adjacent residential areas, and the effects of the project on the character of adjacent residential <br />areas. <br /> <br />Ron Halverson, 837 Clara Lane, spoke in opposition to Clara Lane being a public street due to <br />the effect of traffic on the rural nature of the area. He would like the EIR to address an <br />alternative access off of Montevino Drive. <br /> <br />Mark Posson, 3036 Chardonnay Drive, expressed concern with impacts from traffic and noise on <br />Vineyard Avenue west of the Plan Area and noted that he has addressed these issues in a letter to <br />the Commission. He requested that the EIR be expanded to address non-constant noise impacts <br />created by traffic on Vineyard Avenue, traffic safety at the Sauterne Way/Vineyard Avenue <br />intersection, and the issue of using the City's Traffic-Calming Program as possible mitigation. <br />He suggested that Vineyard Avenue be reduced to a two-lane street from Bernal Avenue to <br />Montevino Drive with a berm along the existing median and a sound wall, and relocation of the <br />crosswalk at Sauterne Way. He concluded by requesting that modifications be made to the Draft <br />Specific Plan and that the DEIR examine these issues. <br /> <br />Frank Jardin, 4704 Herdn Way, inquired if he would be permitted to have animals on Lot 5. <br />Staff responded that there is the continued ability to have animals until such time as the property <br />is subdivided. Further, Mr. Jardin requested that the homes constructed adjacent to his property <br />not block his view, that roads stay private, and that Clara Lane dead-end at the second driveway <br />on his property. <br /> <br />(Recess taken from 9:10 p.m. to 9:15 p.m.) <br /> <br />PLANNiNG COMMISSION MiNUTES Page 3 January 20, 1999 <br /> <br /> <br />
