PUBLIC HEARING <br /> <br />ao <br /> <br />Draft Environmental Impact Report for the Vineyard Avenue Corridor Specific <br />Plan <br /> <br />Commissioners Kameny and Roberts noted that they would be abstaining from discussion due to <br />a conflict of interest. <br /> <br />Chairperson Kumaran stated that the purpose of the hearing is to receive oral comments from the <br />public and the Commission regarding the adequacy of the Draft Environmental Impact <br />Report (DEIR) document in terms of accuracy and completeness. Further, he noted that no <br />formal action on the DEIR or the Draft Specific Plan will be taken at this time. He noted that <br />comments of the Draft Specific Plan will be heard at the hearing of February 17, 1999. <br /> <br />Wayne Rasmussen provided the Commission with an overview of the Vineyard Avenue Corridor <br />Draft Specific Plan and highlighted key areas contained in the Plan, including the relocation of <br />Vineyard Avenue, residential areas, open space, mining activities of RMC Lonestar, vineyards, <br />community park and school, public and private streets, emergency vehicle access (EVA), and <br />boundary lines. He concluded his presentation by providing slides of the area and the proposed <br />Plan. <br /> <br />Gary Jakobs, EDAW, Inc., provided the Commission with an overview of the purpose of an <br />Environmental Impact Report (EIR). He noted that on March 16, 1998, a public hearing was <br />held to gather information and input on the issues that needed to be addressed in the DEIR and <br />that the 45-day public review of the DEIR was scheduled to close on February 2, 1999. <br /> <br />Mr. Rasmussen provided an overview of the major land use environmental impact issues. <br /> <br />Kevin O'Dea, Baseline Environmental Consulting, addressed issues of public health and safety. <br />He discussed agricultural chemicals and pesticides that could be utilized in the area and their <br />effects on public health and safety. He further commented on the sanitary land fill and the <br />chemicals found at that site. <br /> <br />Mr. Jakobs provided an overview of the issues relating to noise. He noted that the areas of <br />concern included traffic, construction, and potential mining activities on Lot 21 by <br />RMC Lonestar. <br /> <br />Chris Kinzel, TJKM Transportation Planning, addressed issues relating to impacts on traffic <br />circulation. He noted that the cut-through traffic has increased due to the closure of lanes on <br />Stanley Boulevard as a result of the 1998 storms.
