Commissioner Arkin questioned whether street names have already been selected, noting that he <br />would like to recommend that a street be named for Mayor Tarver. <br /> <br />Commissioner Sullivan inquired as to the status of the permitting approvals for the Eastern Area <br />and the stares of the radionuelide studies. Mr. Swift advised that the conditions of approval <br />required that further radionuclide studies be done. He provided an overview of the studies that <br />took place, noting that the conclusion was that there is no reason to restrict any use on the <br />property and there are no requirements for further testing. Mr. Swift reported that a public <br />h~cring was held as required and that staffwill be preparing meeting notes for that hearing. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPLICANT <br /> <br />P~t Costm~zo, .Ir., Greenbriar Homes Communities, Inc., 7901 Stoneridge Drive, Suite 504, <br />rq~resenled the applicant. He advised that the applicant accepts all of the conditions of approval, <br />including those included in staff's memo. He advised that the tentative map will provide the <br />ra~chanizm for creating all of the final maps. He reported that with regard to the radionuelide <br />issue, Cneenbriar representatives met with representatives from the State and the State pwvided <br />the parameters for the study. Mr. Costanzo noted that the study conducted exceeded the State's <br />p~amet~ for the depth of the borings and by conducting sub-surface testing in areas not <br />required for sub-surface testing. He further noted that the State has issued a letter advising that <br />no further action is necessary. He advised that he would agree to a condition stating the minutes <br />of the public hearing regarding the radionuclide report should be included in the record. <br /> <br />Mr. Costanzo reported that the application for permits for the Eastern Area has been submitted to <br />the Army Corp., but that no feedback has been received. He advised that the initial feeling is <br />that they will be able to develop the site as proposed. <br /> <br />With regm'd to the street names, Mr. Costanzo advised that about one-third of the names have <br />been approved. He noted that Mayor Pico has requested that consideration be given to naming <br />streets for former Mayor Tarver and Mayor Mercer. He advised that it will need to be <br />determined if thase names are available for use, as the street naming process includes verification <br />with several entities. <br /> <br />Ron Parkes, 4289 Dorman Road, questioned if there would be a conflict of interest if Greenbriar <br />ctmductod the radionuclide study. Chairperson Sullivan advised that the State reviewed the <br />study and that there was a peer review. Staff affirmed that the nco-traditional desi~.~ are still <br />included in the plans for the 4,000- and 5,000-square-foot lots. <br /> <br />PIJBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas made a motion finding that the tentative tract map 7255 is consistent with <br />th~ PUD development plan, making the findings as listed in the staff report, and approving Case <br />Tentative Tract Map 7255, subject to the conditions of approval in Exhibit "B," with a <br />modification requiring that all protocols, testing data, and documentation regarding the <br /> <br />PLANNING COMMISSION MINUTES December 13, 2000 Page 14 <br /> <br /> <br />
