P~ter Shutts, 4133 Mohr Avenue, the architect for the project, clarified that the Irucks noted on <br />psge 5 oftbe staff report are all eight feet wide. He stated that one of the conditions of concern <br />is the requirement that all driveways and loading and unloading zones in the back of the property <br />be paved. He noted that to pave the areas for loading and unloading and the emergency vehicle <br />turn around would cost approximately $150,000, and he feels that given the lack of a loug-term <br />commitment for the use this is excessive. He requested the condition apply to only the front pa_q <br />of the lot which includes customer and handicap parking. Mr. Shutts advised that the entire rear <br />lot has ten inches of base rock which has been compacted and graded to existing catch basins <br />that drain track to the Arroyo. <br /> <br />Commissioner Roberts asked if there would be a problem with emergency vehicles if the area <br />was not paved. Mr. Pavan stated that the reason for the condition was to comply with urban <br />runoff requirements. He stated that he would suggest that the Commission consider the <br />installation of a chip seal surface like the one installed for the Barone parking lot which is <br />considerably less expensive than asphalt. <br /> <br />Mr. Shutts also requested that only the trash enclosure receiving trash from the business office <br />require to be covered. He advised that the other large trash containers would need to be left <br />uncovered to allow trucks to pickup the containers to dispose of the contents. Mr. Pavan advised <br />that any thing that contains garbage must be covered. He noted that staff can review the matter <br />with respect to building materials. <br /> <br />Mr. Borg advised that they are hoping to generate funds to construct a building on the site and <br />they would then have to remove the asphalt. He noted that they do not do any equipment repair <br />on the site. He further noted that staff approved the installation of the base rock a few years back <br />and this malerial has been very effective. <br /> <br />Chairpesson Sullivan advised that the project could be conditioned to ask staff to look at <br />al~natives that are less expensive than asphalt paving, but still meet the requirements for urban <br />nmoff. <br /> <br />Commissioner Arkin asked the applicants if they understand that their business may not be an <br />al~roved u~e for this site in a few years. Mr. Borg noted that he recognizes this, but their <br />intention is to hopefully build something at the location that will improve the City and coincide <br />with the permitted use of the adjoining property and the site. <br /> <br />In response to a question from Commissioner Maas, Mr. Borg not~l that a proposal for signage <br />will be presented to the City. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />CommJmioner Roi)em made a motion to make the conditional use permit findings and to <br />approve Case PCUP-1S/PDR-96, subject to the conditions of approval in Exhibit "B,' with <br />modifications to (1) condition #13 to allow, if possible, the use of compacted rock or chip <br />seal in lieu of asphalt paving; and (2) condition #22 to allow the large recycling containers <br /> <br />PLANNING COMMISSION MINUTES December 13, 2000 Page 12 <br /> <br /> <br />
