Bor~ Fen~ and Vinyl Sale~ <br />Application for (1) a conditional use permit to allow the operation of a retail fence sales <br />business; and (2) design review approval to allow the ou~loor storage of fencing <br />materials and company vehicles, to allow the installation of new landscaping, and to <br />allow the construction of a storage shed located at 3878 Stanley Blvd. Zoning for the <br />property is C-S (Service Commercial) District. <br /> <br />Ivir. Pavau presented the staff report, providing an overview regarding the issues related to the <br />site concerning the proposed extension of Del Valle Parkway and the long-term proposal of the <br />Downtown Specific Plan Committee for this area to become a pedestrian-oriented retail site, as <br />well as to provide an entry statement for the Downtown. He advised that because of the long- <br />te~m issues pertaining to the eventual use of the property, and because there is a lack of sites in <br />the City zoned C-S, staff is recommending that the use be conditioned for approval for a three- <br />year time period. Mr. Pavan advised that the applicant has agreed to this condition. <br /> <br />Commissioner Roberts questioned whether the statements in the staff report regarding the <br />applicant's responsibility for site improvements, such as the insUdlation of trees, should say <br />"property owner." Mr. Pavan advised that discussions have been with the Borgs and they have <br />~ to make the improvements. He further advised that the ultimate responsibility would be <br />with the owner. Ms. Seto noted that the requirements are fled to this particular use, and the <br />property owner wouldn't be required to carry through with these improvements if the application <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Pavan clarified that the property owner <br />bas pwvided an open offer to allow the City to extend Del Valle Parkway at any time the City <br />wishes. <br /> <br />Chairperson Sullivan confirmed that the photo caption on page 5 refers to "gasoline tanks," but <br />the taul~ are actually propane. <br /> <br />I~.~BLIC I~i~ARING WAS OPENED <br /> <br />COMIV~NTS FROM THE APPLICANT <br /> <br />Rzuben Borg, 3878 Stanley Boulevard, advised that he is the applicant. He provided an <br />overview o/'his business, noting that most of their work is done in Plees~ton. He advised that <br />they are sensitive to the site being a gateway area for the City. He noted that they have agreed <br />to a lot of the conditions because they feel it is important to locate their business on this site. He <br />noted that they are also a retail sales outlet and they would like to convert the old home on the <br />site into not only an office site, but also a retail sales show room to allow the opportunity for <br />customers to see other products such as vinyl fencing. He stated that they have agreed to comply <br />with moat of the conditions, but have questions about the implementation of a couple of the <br />conditions. He stated that they are looking at being on the site for h long-term beyond the three <br />years.
