In response to Commissioner Arkin's question, Ms. Seto advised that funds for the property <br />acquisition and project eonsm~etion will be paid by developers, including the Ruby Hill project <br />developers, and from the City's traffic impact fee. In answer to Chairperson Sullivan's question, <br />Mr. Swift advised that funds would not be coming ~om the Vineyard Corridor developers. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Kent P~or, 3425 Bemai Avenue, advised that he resides across the street from the property. He <br />asked if the City has taken ownership of Bemal Avenue between the two Vineyard intersections. <br />He noted that when he first built in this area there was some discrepancy about street <br />maintenance and safety issues. Mr. Grubstiek advised that Bemal Avenue between Tawny and <br />Vineyard is owned and maintained by the City.. He noted that there is a portion of extra fight-ob <br />way along the homes on the western side of the street that is still part of the County fight-obway. <br />Mr. Swift confirmed that the new northbound lanes are in the City and that the City annexed <br />Vineyard Avenue from the Tawny/Vineyard intersection westerly toward First Street. He stated <br />that he would need to look at a detailed annexation map in order to accurately answer the <br />question. Chairperson Sullivan requested that staffeontaet Mr. Pryor with aresponse. <br /> <br />Dana Conte, 3374 Smoketree Commons, asked if the City intends to pave Vineyard Avenue to <br />make it quieter. Commissioner Roberts advised that the installation of rubberized asphalt is <br />proposed, but is not part of this project. In response to Ms. Conte's question as to whether a <br />traffic light will be installed, Mr. Grubstick advised that a traffic signal will be installed at the <br />Vineyard/Bemai intersection. <br /> <br />Comelis Den Breejeh, 3268 Vineyard Avenue #1, stated that he would appreciate it if the cement <br />block soundwail that was promised ten years ago could be built before the demolition occurs on <br />this site. Mr. Swift stated that the new traffic volumes on the street as a result of the project <br />would most likely necessitate building a soundwail along the new edge of Bemal Avenue and the <br />mobile home park. Chairperson Sullivan suggested that Mr. Den Breejeh attend the January 9 <br />City Council meeting when the City Council reviews the design of the project. Mr. Gmbstick <br />stated that he will be in contact with Mr. Den Breejeh. <br /> <br />PUBLIC ~IF~ARING WAS CLOSED <br /> <br />Comnfissioner Roberts made a motion to adopt a resolution finding that the acquisition of <br />3421 Vineyard Avenue for the widening of Bernal Avenue to Vineyard Avenue and the <br />widening of the Bernal Avenue Bridge over the Arroyo del Valle conforms to the General <br />Plan.
