Why are the cooling towers two-cycle, when typically cooling towers are eight to ten <br />cycles? <br />Consider having ak-cooled towers, rather than using water. <br />Why not have a zero discharge plant? There are plenty of power plants that don't <br />discharge any water other than backflow from filters. <br />Noted that the letters from Zone 7 and DSRSD are silent on the impacts. He asked what <br />the impacts of the plant are on the water and sewer capacities, and the rates. <br />Noted that a dry, low-emissions turbine is manufactured by General Electric which emits <br />less pollution than the proposed turbine. <br />What are the proposed on-going tests requiremeuts for wastewater; what is the profile of <br />the wastewater, how will it be tested, and what type of control will be put in place since <br />this is an unmanned plant? <br />How far will the drift from the towers go and what chemicals will be in the drift? <br />What is the East Amador sewer improvement project? (Mr. Swift noted that this is one <br />of the major sewer lines that was built during the construction of Hacienda Business <br />Park.) <br />Suggested that a traffic route for the plant and the delivery of ammonia down El Charm <br />through the quarry be explored, rather than through or near residential areas. <br />Concurred with the speakers regarding the emission credit issue. He noted that this will <br />not benefit Pleasanton's situation. <br />Noted that the pollution control device for this turbine does not control C02 and this <br />needs to be addressed. He advised that he has a letter from the Environmental Protection <br />Agency directing that these plants consider some new types of catalysts that do not use <br />ammonia for these types ofturbinas. <br />Since this is an unmanned plant, will there be an automatic trip of the turbine if there is <br />an exceedance of any emissions? <br />Agrees with staff that more noise studies need to be done. He referenced a statement <br />from the General Plan and asked if there is an adverse community response to the noise <br />will the plant be shut down? <br />Questioned the use of eucalyptus trees. <br />Noted that we do not have an official report from PG&E that says there is sufficient <br />volume and pressure of gas for this facility. Would like to see a study on the impacts of <br />the gas compressor on the line to be sure that it will not cause a problem. <br />If P(I&E curtails the amount of natural gas to the system, who gets preference, the plant <br />or the residents? <br />The proposal should be included in the East Pleasanton Study, noting that the Kiewit <br />property is the area that is to be studied. He advised that this study should be done. <br />Other turbines can operate more efficiently than the proposed turbine, resulting in more <br />energy for less pollution. <br />Concern about approving the plant for peak hours and having the applicant request <br />additional hours of operation at a later time. <br />A negative declaration is not adequate for this use. A full EIR should be done. <br /> <br />Chairperson Sullivan advised that there is definitely an energy crisis now, but that he would like <br />to look at a different approach to the problem, with consideration being given to solar power, <br />energy efficiency measures, and more environmentally friendly energy generation.
