Marilyn Cheney, 3283 Chablis Court, stated that she can hear the concerts in the park, in 1973
they could hear Baylands Raceway in Fremont, and they can hear noises from amusement rides
during the Fair. She noted that the residents along Foothill Road objected to the proposed silo
for the park in that area. She stated that they should not have to accept the proposed towers.

Scott Kerley, 3775 Reflections, stated that they hear the noise from the quarry and train, but they
accept this noise because they knew about these uses when they moved there. He advised that he
does not want the power plant in his backyard. He advised that it will take 30 years for the trees
to screen the towers. He advised that PG&E will have an alternative plan in two years and the
plant will not be in operation for two years, so it is the same timeframe. He expressed concern
about the ammonia and the impacts on property values. He questioned if there is a need, noting
that he would prefer to put up with a couple of power outages, rather than have this plant running
16 hours per day, seven days per week.

Mike Frank, 313 Trenton Circle, expressed concern about noise impacts. He stated that if energy
transmission is the problem, then the transmission problem should be fixed, not the capacity
increased. He further stated that we should be looking at what can be done in the next two years
to conserve or to find alternate temporary power sources for the next two years.

Tom Bollenbeck, 3835 Promenade Way, questioned the noise study results. He advised that he
would like to see the environmental issues studied and have Enron and PG&E compete and in
two years select the lowest bidder.

Ron Markham, 4393 Clovewood Lane, stated that he is concerned about the lack of public
notice. He advised that while he is a PG&E employee, he is present as a citizen of this
community and does not speak on PG&E's behalf. He noted that PG&E Gert is a separate entity
from PO&E and they could be competing as a generation provider like Enron. He advised that to
say beeanse PG&E is building a facility indicates that one is nccessary, is not necessarily true.
He urged staffto find out what the issues actually are and find out what we will get for this.

PUBLIC HEARING WAS CLOSED

The Commission recessed for a break at 8:55 p.m.

Chairperson Sullivan reconvened the meeting at 9:00 p.m.

Chairperson Sullivan advised that PG&E utility did a forecast for the Tri-Valley last year which
projected the load for two years and up to ten years and what they would have to do to upgrade
the transmission infrastructure in the Tfi-Vailey, based on existing and new development in
Pleasanton, East Dublin, and North Livermore. He noted that with the passage of Measure D,
potential development in North Livermore no longer exists. He noted that the accuracy of the
those projections were questioned.

The following issues and questions were raised by Chairperson Sullivan:
Why can't R/O water be used for this facility7 He would like this idea explored further.

PLANNING COMMISSION MINUTES November 8, 2000 Page 7
