Concerned about the potential emergency situation if the plant is unstaffed. He asked <br />what safeguards are there if there is a problem. <br />Would like a noise study in Kottinger Ranch, upper Vintage Hills, and the Vineyard area. <br />The storm drain and landscaping plans are still being reviewed <br />Questioned the location of the project. <br />Suggested that a full EIR be done. <br />Applications should be dovetailed with PG&E's application. <br /> <br />Commissioner Kameny noted that there are too many unknowns about the project. <br /> <br />Commissioner Maas stated that she is concerned about the power needs for next summer. She <br />stated that she felt this might have been the answer to the situation, but she needs to be assured <br />that the community will truly be experiencing the brown-outs and black-outs by next summer. <br />She believes that we need to look at all of the alternatives to determine the safest alternatives for <br />our city and children. She stated that she has a lot of concerns and questions about this <br />application, but the bottom line is that we need to look at the whole picture to see what is <br />necessary and what we are going to do about it. <br /> <br />The following issues and questions were raised by Commissioner Maas: Will Pleasanton get all of the power generated by the plant? <br /> Should all of Pleasanton receive notice? Is there another way to accomplish the notice? <br /> (Maybe a sign on a major thoroughfare.) <br /> An EIR is needed in order to address all of the questions. <br /> <br />Commissioner M-as stated that she feels all of the alternatives need to be considered before they <br />proceed. <br /> <br />Commissioner Arkin stated that he shares the concerns voiced this evening. <br /> <br />The following issues and questions were raised by Commissioner Arkin: <br /> Concerned about the environmental issues related to water, noise, visual impacts, and air <br /> quality. <br /> The application needs a full EIR. <br /> Concerned about the mount of capacity the facility will provide. He noted that it can <br /> supply enough energy for a community twice the size of Pleasanton, and, therefore, he <br /> does understand why a plant of this size is necessary to help with the needs during peak <br /> demand. <br /> Would like to see a financial analysis for the proposed facility. <br /> Plant will produce a lot of negative environmental impacts and he is not sure that this is <br /> the best deal for Pleasanton. <br /> Need to do what is best for the City to provide electricity that is environmentally friendly <br /> and cost effective. <br /> <br />Commissioner Arkin stated that he would like to have a joint workshop of the Planning <br />Commission and the City Council to discuss the problem and come up with a strategy for a series <br />of things that should be done to gather information for the development of a plan. <br /> <br />PLANNING COMMISSION MINUTES November 8, 2000 Page 10 <br /> <br /> <br />
