Chairperson Sullivan stated that he would support a joint workshop. He further stated that ail <br />five of the Commissioners agreed that a negative declaration is not adequate for this project and <br />he would recommend that the City Council place a moratorium on these types of applications <br />until the City has developed energy policies. <br /> <br />Commissioner Kameny stated that he supports Commissioner Arkin's suggestion for a <br />workshop, noting that this issue is a Tri-Vailey situation. <br /> <br />Commissioner Ark'm advised that some cities have their own municipal power plant and <br />Pleasanton may want to proceed in that direction. <br /> <br />Ms. Sero noted that it sounds like it is the consensus of the Planning Commission that it would <br />like to see further environmental review of this project and typically this process would take <br />several months. She advised that it may be possible to bring forward the issue of a moratorium <br />to the City Council at its January meeting if that is what the Commission is interested in <br />pursuing. She advised that if the Commission wishes to take a more formal action on the <br />recommendation for a moratorium, the item could be placed on the agenda for the Planning <br />Commission's meeting on November 28. <br /> <br />Discussion ensued regarding the timing for the preparation of an EIR for the proposed project <br />aml the proposal for the joint workshop to develop an energy policy and strategies, and a <br />possible moratorium. <br /> <br />Ms. Seto clarified that an item will be placed on the November 28 agenda to consider the <br />moratorium and the recommendation to the City Council regarding an energy policy and joint <br />workshop. <br /> <br />Chairperson Sullivan clarified that the UAE application for the power plant will not be <br />considered at the November 28 meeting. <br /> <br />Commissioner Arkin asked that staff provide basic information regarding examples of other <br />cities' strategies at the November 28 meeting. Cha'trperson Sullivan suggested obtaining the <br />s~rvices of an outside resource to discuss this issue. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />Ed Tomco, United American Energy Corporation, 2420 Camino Ramon, Suite 101, San Ramon, <br />suggested that a PG&E representative be invited to provide information regarding needs and <br />risks.
