Discussion ensued pertaining to the issue of limiting the use of the site to activities related to an <br />interpretative nature. Mr. Wolfe noted that this would not be a site that could be rented. <br /> <br />Michelle Haydock, 8327 Regency Drive, stated that she served on the task force and that she <br />accepts the plans as they are presented. She advised that the potential uses of the park have been <br />address,d many times and she is still concerned in that the uses are very vague. She noted that <br />the largest white building will be directly on top of the retaining wall and that might seem unfair <br />to those people who look directly at it. She also expressed concern about the bus turnout and <br />busses pulling back into traffic on Foothill Road. <br /> <br />Mr. Wolfe confirmed that there is a provision in the plan to create a walkway from the bus <br />turnout on Foothill Road up to the park. <br /> <br />Ms. Patfillo advised that during the course of planning the park initially there were no limits set <br />for the potvafial activities, and, therefore, a lot of ideas were discussed, but nothing was cast in <br />stone. With regard to the color of the barn, she noted that this was a certified dairy that set the <br />standard for the milk industry for fifty years, and everything was white, therefore they feel the <br />barn must be white. She noted that none of the heritage trees are proposed for removal. <br /> <br />Mr. Wolfe stated that this project is a result of numerous meetings and discussions through a task <br />force comprised of residents around the site and interested community members. He noted that <br />the plan was a collaborative effort and the consultants took the information provided by the task <br />force and created the plan based on that information. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Arkin questioned what the buyers of the Laguna Oaks homes were told when they <br />pumhas~ their homes. Mr. Pavan advised that there was no requirement of the PUD to disclose <br />the use of this site, to the best of his knowledge. <br /> <br />In respouse to a question from Commissioner Arkin, Mr. Wolfe advised that the City's <br />Mlmicipal Code requires a permit to conduct a wedding on public property. He further advised <br />that reservation of a park space or area requires approval from the Parks and Community <br />Services Department. <br /> <br />In response to a question from Commissioner Roberts, staff advised that the shrubs along the <br />open fencing above Laguna Oaks will grow to six to eight feet in height and maintenance of this <br />landscape area is the responsibility of Laguna Oaks. <br /> <br />Commissioner Roberts stated that she would like to add a condition of approval that the park not <br />be rented for private functions unrelated to the historical park activities. <br /> <br />Commi~ioner Kameny noted that he concurs.
