possible. She also feels that all three eras will be adequately represented through scheduled
events and the barn serving as a museum for all eras. She stated that she is not opposed to the
barn being white. She noted that she is excited about the educational opportunity the park will
provide. She advised that currently the cul-de-sac at the of Old Foothill Road has been a "hang-
out" at times, and that the construction of the park will result in more monitoring of the area by
the Police Department. She stated that she believes that it is natural for the residents to be
concerned about the potential noise and traffic, but she has faith and confidence in the Parks &
Recreation Department that the area will not be exploited. She noted that the number of people
the park may serve and the type of events that will take place are still vague and reason for
concern.

Tom Walker, 8274 Regency Drive, silted that throughout the project process and initial task
force he is not sure he ever received any project plan or notice of a meeting to discuss it, other
than what has come from the Homeowners Association. He advised that he believes there are
still many issues that have not been adequately represented in the plan. He expressed concern
for some of the potential uses that were contained in the original plan and there is nothing that
states the kinds of events that are prohibited. He noted that he would like language that prohibits
activities that are not intended. He stated that he is concerned about views from the park into
backyards and homes in Laguna Oaks. He further silted that he appreciates the idea of an
interpretative park, but feels it has impacts on adjacent residents. He asked the Planning
Commission to look at the project from the neighborhood perspective and what it does to the
quality of life oftbe people who live there

Commissioner Kameny noted that the EIR for Laguna Oaks states that this area would be a
community park and it is for the benefit of residents of the entire Tri-Valley. Commissioner
Arkin asked that staff ascertain what the prospective buyers were told about the development of
~is property.

Charles Austin, 3449 W. 37th Avenue, Vancouver, B.C., Canada, advised that his great
grandfather was Mr. Walter Briggs who first built the Meadowlark Dairy. He stated that his
family is very excited about the project and fully supports it. He noted that the original dairy
crossed 1-680 and included the Bernal Corporate Park and the Laguna Oaks property. He
thanked everyone involved in the project, noting that there could not be a better way to retain the
heritage of Pleasanton. He advised that the Takeus who have been on the ranch since 1950 are
present this evening and support the project. He silted that his family still owns 30 acres across
the street from the park and is exploring the possibility of dedicating some additional land to the
park and the development of a few lots on the 30 acres.

Christine Ellis, 3219 Belvedere Court, stated that at first she was adamantly against any
development except for the Adobe. She stated that she sees the merit of the park, but has
concerns that the parking will accommodate approximately 170 people and other events that
could be staged. She noted that she is concerned about the color of the barn and asked whether
the barn could be a natural color. She also noted concern about the size of the buildings and the
potential for evening events. She silted that the residents have experienced vandalism in Laguna
Oaks and consideration should be given to protecting the park. She also silted that she feels the
view into the homes will be clearer than shown in the photographs.

PLANNING COMMISSION MINUTES September 27, 2000 Page 8
