Commissioner Roberts stated that she visited the site and looked over toward Laguna Oaks and <br />was unable to see into windows. She further stated that she drove through Laguna Oaks and <br />noticed that the landscaping has grown a lot in the last few years. She advised that the <br />landscaping will help with the privacy issues. She noted that she believes staffhas addressed the <br />parking issues as well as it possibly can. She suggested that consideration be given to including <br />a condition that there shall be no outside amplification. She also indicated that she like the <br />Green Building suggestions, noting that the original adobe really was a "green building." She <br />stated that she wants to be sensitive to evening activities. She also advised that she would like the <br />gif~ shop to be limited to selling merchandise relative to the interpretative center. <br /> <br />Commissioner Kameny thanked the speakers, staff, and the Parks & Recreation Commissioners, <br />and stated that he is looking forward to the project. <br /> <br />Commissioner Arkin stated that he concurs with Commissioners Kameny and Roberts, and has <br />h~ard the concerns expressed by the speakers. <br /> <br />Commbsioner Arkin made a motion recommending adoption of the Negative Declaration <br />prepartd for the project, with the finding that the project will have no potential for adverse <br />impact on the site's wildlife; and recommending approval of Case PDR-62, subject to the <br />conditions of the staff report and staff's modified Condition No. 10, with a modification <br />that the private use rental of the park be prohibited for uses not in accordance with the <br />intended use of the park and that there be a family restroom on the site. Deko Builders <br />Application for PUD Development Plan approval to allow: (I) the construction of 38 <br />single-family detached homes; (2) the construction of a public sewer "lii¥' station; (3) the <br />realignment of Vineyard Avenue to a location adjoining the Arroyo Del Valle; (4) thc <br />~stablishment of one vineyard/estate site; (5) the designation of a portion of the existing <br />Vineyard Avenue alignment as a public trail; and (6) the construction of miscellaneous <br />public infrastructure including streets, utilities, etc. The overall project site is comprised <br />of two properties located at 2503 Vineyard Avenue which is zoned PUD-LDR (Planned <br />Unit Development - Low Density Residential) and 2287 Vineyard Avenue, which is <br />zoned PUD-Vineyard/OS/MDR (Planned Unit Development -Vineyard/Open <br />Space/Medium Density Residential).
