the interior of the building, due to the historical restoration of the building. He advised that the <br />proposed light building color is in keeping with the historical character of the property, noting <br />that the site is not part of the WFRCO District. He reported that thc City Council would have <br />final approval of the proposal, and that the Parks & Recreation Commission has reviewed and <br />supported the proposal. <br />In response to a question from Commissioner Roberts, staff confirmed that the project was <br />included in the Laguna Oaks Specific Plan. <br /> <br />Commissioner Arkin noted that the report did not mention the installation of restrooms and <br />indicated that he wants to be sure that a family restroom is included. <br /> <br />Mr. Grubstick noted that one of the issues raised in the letters received by staffwas related to <br />drainage concerns along the enstem side of Foothill Road. He noted that staffbelieves that the <br />project will not have any negative effect on subsurface drainage. <br /> <br />Mike Fuiford introduced Chris PattiLIo ofPattillo & Oan-ett. Ms. Pattillo noted that she <br />represents the design team for the project, as well as the community task force that developed the <br />plan. She provided an overview of the project, noting the guiding principles in designing the <br />project. She presented the renderings of the proposed park and the key elements of the project. <br />She advised that restrooms facilities would be provided within one of the buildings. She <br />discussed park access and parking. She noted that security issues have been addressed with the <br />proposed installation of a gated access. <br /> <br />Commissioner Kameny asked if the potential residential development of the Briggs prol~xty was <br />comidered during the planning of the park. Mr. Fulford noted that this was considered and that <br />there has been discussion with Mr. Austin who is present this evening. He suggested that Mr. <br />Austin or Mr. Brad Hirst address this matter. <br /> <br />In response to a question from Commissioner Arkin, Mr. Fulford advised that the amphitheater is <br />proposed to be located at a site that is already basically graded and that the land form is <br />practically existing. He noted that the plan is to embellish the existing land form to create an <br />informal gathering place. <br /> <br />Discussion ensued regarding the possibility of using the site for events such as weddings and <br />evening activities. Staff noted that the task force discussed the use of the site for weddings, but <br />that the eonelusion was that the site was generally not appropriate for this use. Mr. Wolfe stated <br />tlmt the Parks & Recreation Commission's recommended roinlrrlum use of the site at Bight, and <br />because lighting will not be sufficient, the site will not be conducive to evening activities. He <br />noted tlmt there is also concern about traffic safety for cars exiting the site onto Foothill in the <br />dark. <br /> <br />PI~BLIC HEARING WAS OPENED <br /> <br />Karen Garske, 3466 Old Foothill Road, stated that she is a member of the task force. She noted <br />tl~ she supports the park.
