that the next step in the process is the tentative map, and final map and improvement plan stages. <br />He noted that the tentative map application was submitted this week. <br /> <br />He reported that Greenbriar has completed the radionuclide study, the study has been submitted <br />to the state, and the state has responded that it meets their requirements. The report is currently <br />being reviewed by the City's peer reviewer, and upon completion of the review, a public hearing <br />will be scheduled before the Planning Commission. <br /> <br />Mr. Swift advised that the archaeologist is currently working on the site and that a mitigation <br />plan will be developed based upon the results of this work. <br /> <br />Mr. Swift reported that Greenbriar has hired a golf course architect to review the layout of the <br />Western Area to detennine modifications needed to be made in order to better ensure that a nine- <br />hole goff course can surround the property without resulting in safety concerns. He noted that <br />the City is also in the process of hiring a golf course architect. <br /> <br />Mr. Sw:d~ stated that the City Council will be reviewing a recommendation for the process of <br />plannir~ the 30-50 acre community park at their meeting on September 19. Staffis <br />recommending that a planning process consisting of representatives of numerous interest groups, <br />to be coordinated by the Parks and Community Services Department, be established to develop a <br />master plan. <br /> <br />Mr. Swift reported that staff is recommending that the Bemal Property Task Force be <br />roconveaed to consider land uses for the balance of the site, including whether or not a golf <br />course should be constructed around the Western Area. Commissioner Maas asked if it is <br />p~rmissible to include a Planning Commissioner as a non-voting member on the Task Force. <br />Mr. Swirl stated that it would be permissible. He noted that the proposed land use plan would <br />come back to the Planning Commission as a Specific Plan for Phase II for the Commission's <br />review. <br /> <br />Mr. Swift noted that staff is working with the fire station architect on the location and the design <br />of the n~w fire station that is now included in Phase I. He also noted that the Council has <br />directed staff to hire a hydrologist/biologist firm to develop a long-range plan for minimizing <br />impacts on the creeks and channels on the property. <br /> <br />It was the consensus of the Commission to recommend that Commissioner Maas serve as a non- <br />voting liaison to the Task Force. <br /> <br />IVlr. Swift provided an update on the tax-sharing agreement and the Board of Supervisors' desire <br />to link that agreement with the City's agreement to provide land for an ACE train station on the <br /> <br />Commissioner Maas reported that she attended the League of California Cities conference in <br />Almheim and that she served as the alternate for Counciimember Michelotti as a voting delegate. <br />She noted that one of the issues that was voted on related to the ability to deny a project due to <br />school impacts. <br /> <br />PLANNIN(} COMMISSION MINUTES September 13, 2000 Page 9 <br /> <br /> <br />
