Mr. Woody Pereira, 43 Golf Road, represented the applicant. Commissioner Arkin stated that he <br />feels the retail use on the first floor is a good idea and asked the applicant what type of tenant use <br />they would like in the building. Mr. Pereira advised that they started the planning process for <br />this project in the winter of last year and they have not actively sought tenants. He noted that the <br />building is designed to accommodate either retail or office, and that they are flexible. He noted <br />that they will not seek tenants until they have an approved project. He also noted that they are <br />not opposed to retail use. <br /> <br />The Planning Commission discussed the ability for it to encourage retail only on the first floor. <br />Staff provided an update as to the status of this issue, noting that it is currently being integrated <br />into the Downtown Specific Plan effort, and that one of the obstacles is determining what <br />actually constitutes retail use. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />No one spoke regarding this item. <br /> <br />PUBLIC UEARING WAS CLOSED <br /> <br />Commissioner Kameny noted that he has no pwblem with the pwposal as presented. <br /> <br />Commissioner Sullivan stated that the would support the application, and he supports the <br />modifications requested by the Downtown Specific Plan Committee with regard to the design. <br />He sta~ed that ss an individual he would encourage the applicant to try and find a retail use for <br />the first floor, noting that this is his personal preference and he is not suggesting that this be a <br />condition of approval. He further advised that he supports the conditions regarding the Green <br />Building practices and the modifications staff has made concerning meeting with Alameda <br />County Waste Management. He noted that the U.S. Green Building Council offers training and <br />this information can be found on the Council's web site. He also advised that the City has <br />applied for a Green Building grant that would provide training and encouraged Mr. Huffto <br />contact staff regarding this matter. <br /> <br />A motion was made by Commissioner Maas, seconded by Chairperson Roberts, <br />recommending adoption of the Negative Declaration prepared for the project, with the <br />~nding that the project will have no potential for adverse impact on the site's wildlife. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin, Kameny, Maas, Sullivan, and Roberts <br />None <br />None <br />None <br /> <br />Resolution No. PC-2000-50 was entered and adopted as motioned. <br /> <br />PLANNING COMMISSION MINUTES August 23, 2000 Page 4 <br /> <br /> <br />
