Rezone the approximately 70.3 acres of the Bemal Property already within the <br />jurisdiction of the City of Pleasanton from I-P (Industrial Park) to Planned Unit <br />Development (PUD) District. <br />Rezone the one-acre parcel owned by the City of Pleasanton from I-P (Industrial Park) <br />to P (Public and Institutional). <br />Prezone the portion of the Alameda County Transportation Corridor to Planned Unit <br />Development (PUD) - Transportation Corridor. <br />Prezone the Union Pacific Railroad fight-of-way to Planned Unit Development (PUD) <br />- Transportation Corridor. <br /> <br />Approval of a comprehensive PUD Development Plan for the first phase, private <br />development portion of the Bemal Property, consisting of about 745,000 square feet of office <br />development (in eight, four-story buildings) and 5,000 square feet of retail space on 40.5 <br />acres; approximately 100 apartment units on 4.9 acres; approximately 112 single-family <br />detached units on 12,000-square-foot lots; approximately 113 single-family detached units on <br />6,000-square-font lots; approximately 101 single-family detached units on 5,000-square-foot <br />lots; approximately 99 single-family detached units on 4,000-square-foot lots; and 56 below- <br />market-rate duets scattered within the 4,000-, $,000-, and 6,000-square-foot lot products. <br />The Specific Plan and PUD Development Plan would place private development on the <br />Westem, Central, and Hastem Parcels, with alternative locations possible based on future <br />decisions concerning the developability of portions of the Eastern Parcel. The Development <br />Plan would designate the unplanned approximately 320 acres as City-owned land subject to <br />future City land use decision prior to any development. <br /> <br />Approval of the Preannexation Development Agreement including a Growth <br />Management Agreement. <br /> <br />A Final Environmental Impact Report has been prepared for the project and certified by the City <br />Council. <br /> <br />Mr. SwiR noted that the application before the Commission is for a comprehensive approval of <br />the Greenbriar application for the Bernal property. He advised that the application includes the <br />approval of a specific plan; the approval of the PUD zoning of the San Francisco properties, as <br />well as pre- and-rezonings for several adjoining properties; the approval of a PUD development <br />plan for the Phase I development of the Bernal property; and approval of the Development <br />Agreement and a Crrowth Management Agreement. <br /> <br />He noted that C-reenbriar has prepared full PUD development plans for the five residential <br />product types, as well as the office component. He reported that individual conditions of <br />approval have been completed for each project component, as well as comprehensive conditions <br />of approval for the overall project.
