Mr. Swift stated that he believes the project as a whole gives the City a wonderful opportunity to <br />take control of a major, very significant piece of property at the south end of town that will go <br />through the City's extended process of determining potential uses for the site. <br /> <br />Mr. Swift noted that G-reenbriar Homes would be presenting some additional information with <br />respect to alternative methods to screen houses from the noise of 1-680. He noted that the <br />options that would put a soundwall adjacent to the travel lane of the freeway were not reviewed <br />in the EIR, but the area is located in the CalTrans right-of-my, which is outside of the City's <br />jurisdiction, so there is a number of ways that this matter could ultimately be addressed should <br />this option be implemented at a later time. He advised that it is not necessary for the Planning <br />Commission address this issue this evening. <br /> <br />Chairperson Roberts congratulated staff on the preparation and distribution of materials <br />concerning the project. <br /> <br />Mr. Swift provided information on the review of the components by the Economic Vitality <br />Committee, Park and Recreation Commission, and Housing Commission. Mr. Swift noted that <br />Altern~ive A is G-reenbriar's preferred option, with Alternative B as the second choice, and <br />Altern~ive C as the third choice. <br /> <br />Discu~ion ensued regarding the structure of the Alternatives and the process that will be <br />followed if Alternative A cannot be implemented. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Patrick Costanzo, Jr., Senior Vice President of Oreenbriar Homes, thanked staffand the Planning <br />Commission for its efforts and stated that he is pleased with where they are today in the process <br />for the project. He noted that he would be reviewing the site plans; providing visuals of the <br />office park and the soundberms and walls that they would like to pursue throughout the project; <br />presenting changes to the duets and garages, new design and improvements to the aparlment <br />component, material boards, end Gxeen Building recommendations; and commenting on the <br />conditions of approval. <br /> <br />Mr. Costanzo noted that the Development Agreement requires that G-reenbriar pursue Alternative <br />A very diligently. He noted that Alternative D is in response to comments requesting more open <br />space to the northern portion of the parcel. He presented the modifications to the duets which <br />shows the relocation of the front door on one of the models to make it more prominent. He also <br />presented the modification to the dual tandem garages which provides a two-car garage on the lot <br />which allows for each unit to have an over-size garage with a parking space adjacent to the <br />garage for each unit. <br /> <br />Commissioner Arkin requested that a condition of approval be included prohibiting "junk" in <br />open parking stalls. Mr. Swift stated that if the Planning Commission recommends this design, a <br />condition of approval can be included that requires the CC&R's to prohibit the storage of"non- <br />working" vehicles, etc. Mr. Costanzo stated that the Homeowners' Assocation will monitor the <br />CC&R's. <br /> <br />PLANNING COMMISSION MINUTES August 9, 2000 Page 10 <br /> <br /> <br />
