Bob Niekeson, 4260 Pleasanton Avenue, stated that he would like to see less development on the <br />Western Parcel. He questioned whether some of the units could be moved from the block on the <br />north portion of the Western Parcel to the southeast of the commercial development. <br />Chairperson Roberts advised that this was discussed by the City Council and the Council <br />determined not to make this modification, as they would like to keep as much of the Central <br />Parcel open as possible. Mr. Swift noted that the Council brainstormed a number of options. <br /> <br />Dean Shotwell, 1272 Chianti Court, acknowledged the City staff'and Greenbriar for the <br />tremendous amount of work they have accomplished and their willingness to get a plan to <br />accommodate end address the needs expressed by the community. He stated that he urges the <br />Planning Commission and Council to try to leave the Central Pan:el as proposed as there is a <br />need for a second sports park and this is an ideal location. He further stated that he feels the plan <br />addresses the various housing products that the City needs. He noted that his only suggestion is <br />to try to move forward with the hope of not micro-managing the project so that it is stalled. He <br />requested that the Commission fine-tune the proposal, at the same time realizing that the <br />developer needs to make money. He stated that he is looking forward to having his family enjoy <br />this property. <br /> <br />Pat Costanzo stated that the applicant will consider the request for a childcare area. He <br />commenied that this plan does not preclude the City from building additional homes on other <br />portions of the property. He also stated that to relocate homes on the Western Parcel as <br />suggested, will take away City land. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas asked if the Development Agreement can guarantee the number of units, <br />but not the location of the units on the property. Mr. Swift stated that it is possible to prepare a <br />cooceptual plan that would require further review of the PUD. The applicant advised that this is <br />not a viable option. <br /> <br />In response to a question from Commissioner Maas as to whether financing of the golf course <br />could occur with the consmaction of the homes on the Western parcel, with reimbursement of the <br />cost by the City, Mr. Swift advised that this was a possibility. <br /> <br />Commissioner Arkin noted that he had spoke with Assistant City Attorney Lan'isa Seto <br />regarding the possibility of requiring first priority for purchase be given to buyers who work or <br />live in the City, if the demend for homes exceeds the supply. He stated that he felt this would <br />help to mitigate regional traffic impacts. Mr. Costenzo advised that Greenbriar would be <br />concerned about the legality of this requirement. <br /> <br />Chairperson Roberts asked that Commission to proceed through the staff report and address the <br />issues that staffhas posed regarding each of the project's components.
