4,~00-S~_uare-Foot Lots <br /> <br />Slreet Pattern and Neiv. hborhood Desinn <br /> <br />#2 - Reconfiguration of side streets: This issue should be refer~i to staff for determination. <br />#5 - Maintenance of parkway planting strip: Should be maintained by homeowners' association. <br /> <br />Lot Sizes and Setbacks/House Desians <br /> <br />Chairperson Roberts noted that she had a problem with the increase in FAR due to the bonus <br />rooms and second units. She stated that she did not feel second units should be allowed in <br />conjunction with affordable housing, as they would appear to be cluttered on the small lots. <br />Commissioner Malmrose noted that this allows for additional density and the opportunity for <br />someone to rent a unit. Chairperson Roberts voiced concern about a two-story structure being <br />located behind another two-story structure. <br /> <br />Discussion ensued regarding second units. Mr. Costanzo stated that he feels the second units are <br />an important part of the plan and that Cu~eenbriar is proposing what they need to make the plan <br />work. He stated that the second units make it more affordable for those who are purchasing the <br />4,000-square-foot lots, as the income from the rent from the second unit would help to pay the <br />mortgage. He noted that the duets would not be able to have second units. Mr. Costanzo <br />advised that they would consider a limit on the number of second units allowed. Mr. Pierson <br />commented that the second units are part of the architecture and design of the neo-traditional <br />concept. <br /> <br />Chairperson Roberts stated that she would like staff to determine a percentage of second units to <br />be allowed. There was consensus of the Commission on this recommendation. <br /> <br />Chairperson Roberts suggested that railings be added to the porches. It was the consensus of the <br />Commission to include railings on the porches when it was appropriate in conjunction with the <br />architecture. <br /> <br />Chairperson Roberts suggested that pull-down ladders should be added to access over-head <br />storage areas in the garages. Commissioner Maas concurred. Commissioner Maimrose stated <br />that the homeowner could add this. <br /> <br />Lmadscapin~ and Fencin~ <br /> <br />#3 - Planting area between the sidewalk and porch: Chairperson Roberts noted that she likes <br />green landscaping, not necessarily lawn. <br /> <br />#4 - Recycled deck content for property line fences: Chairperson Roberts supported this <br />recommendation. <br /> <br />5.000-Sa_uare-Foot Lots <br /> <br />PLANNING COMMISSION MINUTES August 2, 2000 Page 10 <br /> <br /> <br />
