Discussion ensued regarding the location and height of the berm proposed along 1-680. <br />Commissioner Arkin stated that he would like the berm to be located closer to the freeway, since <br />the use of the vacant property has not yet been determine. Chairperson Roberts stated that she <br />would like the berm closer to the freeway, as this area could potentially be developed as a park. <br />There was general consensus of the Commission that the berm should be located near the <br />freeway. <br /> <br />Commissioner Malmrose expressed concern about installing the berm when the land use has not <br />yet been determined. Commissioner Arkin asked if the berm could be designed to include <br />retaining walls and landscaping. Mr. Costanzo stated that he would have visuals of this area for <br />the Planning Commission's review next week. <br /> <br />Mr. Costanzo advised that a master street tree plan has been developed in conjunction with Mike <br />Fulford. He noted that the planting list is Mike Fulford's recommended street tree list. Mr. <br />Costanzo indicated that the front-yard landscaping will be installed on the 4,000- and 5,000- <br />square-foot lots. Funds will be placed in escrow for the 6,000- and 12,000-square-foot lots to <br />insure that the landscaping is installed by the homeowner within an appropriate amount of time. <br />He further noted that individual landscape plans will be subject to review by Greenbfiar. <br /> <br />4.000- ~smu~-f09t 19ts <br /> <br />Mr. Costanzo noted that the size of the front yards for the 4,000-square-foot lots have increased <br />due to moving the front yard fences back. The front fences will be four foot of solid fencing <br />with a two-foot lattice. He noted that lhe plant list has been worked out with Mike Fulford. The <br />homeowners' association will maintain the front yards and alleyways for the 4,000-square-foot <br />lots. <br /> <br />Mr. Costanzo advised that the garage plan for the duets will be modified to open up the yard <br />more. They are proposing that the tandem two-garages be replaced with an oversized single-car <br />garage for each unit. Conunissioner Arkin expressed concern regarding the impacts that this <br />would have on parking, noting that parking is not allowed on the alleyways. Mr. Costanzo <br />responded that there is adequate parking in the front of the homes. Commissioner Malmrose <br />stated that he believes two-car garages are needed and that if only a single-ear garage is <br />provided, the garage will be used for storage, and two cars will be parked on the street. <br />Commissioner Arkin concurred with Commissioner Malmmse. Commissioner Kameny also <br />agreed and stated that he would prefer tandem parking over a one-car garage. <br /> <br />Mr. Swift commented that the oversized single-car garage will accommodate a work bench area <br />and allow for storage overhead. <br /> <br />Chairperson Roberts stated that she prefers the over-sized garage, as she feels people will not <br />park tandem. Commissioner Maas stated that she prefers the two-car garages, side-by-side. <br /> <br />Commissioners Arkin, Kameny, and Malrarose voiced support for the tandem, two-car garages. <br />Chairperson Roberts and Commissioner Ma~ supported the over-sized, single-car garage. <br /> <br />PLANNING COMMISSION MINUTES August 2, 2000 Page 6 <br /> <br /> <br />
