developability of portions of the Eastern Parcel. The Development Plan would designate the <br />unplanned approximately 320 acres as City-owned land subject to future City land use decision <br />prior to any development. <br /> <br />Approval of the Preannexation Development Agreement including a Growth Management <br />Agreement. <br /> <br />A Final Environmental Impact Report has been prepared for the project and certified by the City <br />Council. <br /> <br />Chairperson Roberts advised that this meeting will function as a workshop on the proposal and <br />that the Planning Commission will not vote on the project until its August 9, 2000 meeting. <br /> <br />Brian Swift advised that due to the short time frame for processing this application, the normal <br />City practice of review and working with the applicant to develop standards and prepare a <br />refined proposal for submission to the Planning Commission for review has not been possible. <br />He stated that what is before the Commission this evening is staff's initial responses to the plans <br />and he hopes to hear the Planning Commission's responses to key issues, questions, and <br />concerns, and proposed modifications to the plan. He further noted that the tentative map would <br />come before the Planning Commission for approval of the single-family homes development, but <br />that the office buildings and apartments will not come hack to the Planning Commission after its <br />decision on August 9. <br /> <br />Mr. Swift reported that he had hoped to have a review of the key issues related to proposed <br />public and quasi-public uses for the site, but that this document was not yet complete. He <br />advised that it would be available prior to next Wednesday's meeting. <br /> <br />Mr. Swift provided information regarding Zone 7's plan for widening the Arroyo, noting the <br />potential impacts this could have on the golf course. Discussion ensued regarding the feasibility <br />of developing a golf course on the Western Parcel. <br /> <br />A plan depicting a nine-hole golf course surrounding residential development on the Western <br />Parcel was presented. Mr. Swift responded to questions from the Commission regarding the <br />permitting process required for the channel widening by Zone 7 and the process required for golf <br />course approval. <br /> <br />Mr. Swift advised that since the staff report was written, 70-85% of the issues have been <br />resolved as a result of meetings with the applicant. He noted that the next staff report would <br />contain staff's recommendation on any unsolved issues. <br /> <br />Mr. Swift stated that the City's General Plan requires a Specific Plan to be completed. He noted <br />that the Specific Plan for this property would be prepared in two phases. <br /> <br />Mr. Pat Costanzo, representing Oreenbriar Homes Communities, Inc., reviewed the proposed <br />architectural elevations.
