~ 4. PUBLIC HEARINGS <br /> <br />SP-gS-02/PUD-O2. GHC Bernal Investors. LLC <br />(San Francisco Water Department Bernal Property) <br /> <br />PRO,ff, CT LOCATION: The San Francisco Water Department Bernal Property is an <br />approximately 510-acre site consisting of three basic land units: a 202-acre Western Parcel <br />b~ween Interstate 680 (I-680) and the Arroyo de la Laguna south of Bemal Avenue; a <br />triangular-shaped Central Parcel of approximately 245 acres bounded by 1-680 on the southwest, <br />Bernal Avenue on the north, and by the Union Pacific Railroad (UPRR) right-of-way on the <br />southeast; and an Eastern Parcel of about 63 acres between the UPRR and the Alameda County <br />Transportation Corridor (formerly the South Pacific Railroad right-of-way) south of Junipero <br />Avenue. <br /> <br />PROJECT DESCRIPTION: The project is comprised of a number of land use approvals <br />which together make up the project, as follows: <br /> <br />Approval of the GHC Specific Plan for the site to allow development of approximately 581 <br />residential units, up to 750,000 square feet of commercial/office space, a neighborhood park, an <br />elementary school, and associated utility/storm drainage improvements in a first phase of the <br />Specific Plan; approximately 320 acres would be lei~ unplanned as a future second phase. <br /> <br />Approval of corresponding zoning actions as follows: <br /> Prezone the 439.7 acres of the Bernal Property in unincorporated Alameda County to <br /> Pleasanton's Planned Unit Development (PUD) District. <br /> Rezone the approximately 70.3 acres of the Bernal Property already within the jurisdiction <br /> of the City of Pleasanton from I-P (Industrial Park) to Planned Unit Development (PUD) <br /> District. <br /> Rezone the one-acre parcel owned by the City of Pleasanton from I-P (Industrial Park) to P <br /> (Public and Institutional). <br /> Prezone the portion of the Alameda County Transportation Corridor to Planned Unit <br /> Development (PUD) - Transportation Corridor. <br /> Prezone the Union Pacific Railroad right-of-way to Planned Unit Development (PUD) - <br /> Transportation Corridor. <br /> <br />Approval of a comprehensive PUD Development Plan for the first phase, private development <br />portion of the Bernal Property, consisting of about 745,000 square feet of office development (in <br />eight, four-story buildings) and 5,000 square feet of retail space on 40.5 acres; approximately <br />100 apartment units on 4.9 acres; approximately 112 single-family detached units on 12,000- <br />squsre-foot lots; approximately 113 single-family detached units on 6,000-square-foot lots; <br />approximately 101 single-family detached units on 5,000-square-foot lots; approximately 99 <br />single-family detached units on 4,000-square-foot lots; and 56 below-market-rate duets scattered <br />within the 4,000-, 5,000-, and 6,000-square-foot lot products. The Specific Plan and PUD <br />Development Plan would place private development on the Western, Central, and Eastern <br />Parcels, with alternative locations possible based on future decisions concerning the <br /> <br />PLANNING COMMISSION MINUTES August 2, 2000 Page 2 <br /> <br /> <br />
