Discussion ensued relating to the gravel area on site plan. <br /> <br />Jim Herd, 9904 Longview Lane, noted he has been a Pleasanton resident for 20 years and he <br />commented on the sensitivity of this area. He noted he has reviewed the staff report and noted <br />that the easements were not shown on the site plan. He noted that one of the easements is a <br />private access driveway and the other is for emergency vehicles. He expressed concern with <br />impacts on views and suggested there be a visual analysis of the grading. He further expressed <br />concern with the location oftbe mailboxes. He requested no fences be utilized in the area, that <br />the natural beauty of the area be reserved, there be preservation of views from other lots, and that <br />setbacks should be consistent with the adjacent setbacks of neighbors. He requested that the <br />homeowners be allowed to view the plans, that the grading plan should be complete and should <br />show the impacts on surrounding areas, that the easements should be identified, and the CC & <br />R's should be complied with. He encouraged the Commission, staffand the neighbors to view <br />the sensitivity of this area and he noted a visual analysis should be performed from the southwest <br />quadrant oftbe City, the downtown area, and the south end of town. <br /> <br />Phil Edhom, 9921 Longview Lane, encouraged the Commission to rectify issues relating to <br />safety. He noted this open lot is utilized by young people during the evening who are drinking <br />and smoking and he noted this is a safety concern. He noted his desire for a home to be built on <br />the lot. He stated that issues relating to the ruralness of the area need to be examined in relation <br />to the size of the court and installing a gate that is not recessed. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny noted that the visual analysis needs to be conducted from different areas <br />including Bemal Avenue and Sunol Boulevard. He noted that stucco would be acceptable on the <br />home; however, he noted that the Commission has been requested to make a preliminary <br />determination. He requested that story poles be installed in the area <br /> <br />Chairperson Roberts commented on the use of windows in the design and requested that the <br />reflectiveness oftbe windows be reconsidered. <br /> <br />Commissioner Sullivan requested that the visual analysis include a view from the Greenbriar <br />subdivision and from Bemal, just west of Interstate 680. He further commented that the West <br />Foothill Road Overlay District Design guidelines encompass this area. <br /> <br />Commissioner Maas and Chairperson Roberts concurred with Commissioner Sullivan's <br />statement that the West Foothill Road Overlay District guidelines encompass this area. <br />Chairperson Roberts noted these guidelines should be expanded to the West Pleasanton Overlay <br />District guidelines. <br /> <br />Commissioner Sullivan noted that the West Foothill Road Overlay District guidelines should be <br />applied to this house. <br /> <br />Commissioner Maas noted that the spirit of the guidelines should be applied to this house. <br /> <br />PLANNING COMMISSION MINUTES July 12, 2000 Page 7 <br /> <br /> <br />
