PUBLIC HEARING WAS OPENED <br /> <br />Phil Edluom, 9921 Longview Lane, noted that the tank on the hillside is being repainted and a <br />temporary tank has been installed for water and will only be in place for approximately one <br />additional month. <br /> <br />Commissioner Kameny requested that story poles be utilized on the property. <br /> <br />Oregg Munn, Design Tech Associates, representing the applicant, noted the applicant has been <br />workin~ for several months on the design of this project. He stated the applicant was not aware <br />of all of the restrictions that were placed on the property and that this plan has not been reviewed <br />by the homeowner's association. Mr. Munn noted the design has been modified and the current <br />design is Country prairie style which includes stone, some stucco highlights, a pitched roof, and <br />the home being nestled into the hill. He stated that the applicant has put in balloons to establish <br />the highest point of the ridges and then computer generated the overlay of the residence from <br />Foothill Road. He noted that from the valley, there is enough mature vegetation to mask the <br />residence. Further, Mr. Munn stated that the house is dug into the hillside, with the house being <br />built on as flat an area as possible. Mr. Munn commented on the colors and materials that will be <br />utilized on the project. Further, he noted that stucco was utilized on the project to reduce fire <br />ba?ards and that a one-hour wrap would be utilized on the exterior of the residence. Mr. Munn <br />advised the Commission that a meeting will be scheduled with the Homeowners Association. <br />Further, he stated that the front of the residence is not impacting existing views. Mr. Munn noted <br />that the three main issues are the visual impacts, the surrounding neighbors opinion of the <br />project, and fire protection issues. He stated the size of the residence should not be an issue if the <br />intent of the criteria is met and there are no view impacts to surrounding residents. In <br />conclusion, Mr. Munn advised that this is a well-designed project. <br /> <br />Discussion ensued relating to clarification of the elevation of the homes, the landowners of <br />record, and whether the applicant plans to live in the residence. <br /> <br />Wajahat Ali, applicant, noted that he is attempting to buy the property and has provided a <br />$50,000 non-refundable deposit to Dave Manoj, the property owner. He noted that due to his <br />knowledge of the history of the property and the litigation relating to this property, he was not <br />willing to purchase the property until there was an indication he could build on the property. He <br />noted that he planned on living in the residence. <br /> <br />In response to an inquiry by Commissioner Arkin, Mr. Ali noted that fire could be an issue, but <br />not a concern, due to the mitigation that will take place. Further, he noted there has not been a <br />fire in the area in 20 years. In response to an inquiry by Commissioner Maan, Mr. Ali noted that <br />the original house design submitted was what he desired in a home; however, the present plan is <br />the best compromise between the applicant and the staff. <br /> <br />In response to an inquiry by Commissioner Arkin, Mr. Plucker noted that when a formal <br />application is received, the fire depmhnent would require hiring of a wildland fire specialist. <br /> <br />PLANNING COMMISSION MINUTES July 12, 2000 Page 6 <br /> <br /> <br />
