Commission requested that a streetscape depicting stone or another accent feature with the wood
be provided for the high-density housing project.

Todd Dewell, MRH Architects, provided an overview of the architectural design of several
designs for the commercial buildings. He noted that there is a dominant building entrance for
the commercial buildings and that when the commercial buildings are linked up in a campus
configuration, travel will be possible from one building to another. Further, that the same
building will not be repeated throughout the campus, but there will be a variation with a single
theme. The Commission expressed a preference for the commercial building design which
utilizes brick on the building and has a traditional design.

Chairperson Roberts requested that the commercial development be conditioned with the TSM
program requirements. She further requested that the developers consider installing showers on
the first floor. Commissioner Mass noted that a designated smoking area and picnic tables
should be provided. Commissioner Arkin noted that an electrical vehicle recharging station
should be included. Commissioner Sullivan requested that staff incorporate the U.S. Green
Building codes into the conditions for this project. Mr. Costanze noted that he will be attending
a meeting next week regarding the Green Building practices. Commissioner Arkin suggested
that the developer install a water element into the plans of the commercial building and consider
utilizing LEED scoring for the project. Commissioner Mass asked about the cost of tying
buildings together with a stream or lagoon. Mr. Costanzo noted that the installation and
maintenance cost of a water feature such as this is quite high.

Mr. Cosmnzo summarized that, in general, the Commissioners supported the design of the
communities, but have specific questions and concerns about specific homes. He noted that
Greenbriar would be responding to those questions and concerns. Further, he extended an
invitation to the Commissioners to accompany him to the site. In response to an inquiry by
Commissioner Sullivan, Mr. Costanzo noted that duets are being developed in the 4,000-square-
foot lot project. Further, he noted that the duets will have similar themeing, massing, and
architectural style, and will include porches, rear alley loading garages, three bedrooms, and be
1,200-1,300 square feet in size. He noted that duets will be offered on comer lots in the other
communities, per the City Council's request. In response to an inquiry by Commissioner
Kameny, Mr. Costanzo noted that alternate site plans will be submitted to the City Council in
closed session on July 18, 2000.

Discussion ensued relating to the EIR and radionuclide testing on the Bernal property. Mr.
Costan~'o noted that a public meeting will be conducted relating to the EIR process.
Commissioner Sullivan requested that staff provide the actual conditions of the EIR approval for
the Bemal property to the Commission.

Fugue planuin~ Calendar
There were none.

Aefi0ns of the City Council
There were none.

PLANNING COMMISSION MINUTES July 12, 2000 Page 12
