Co <br /> <br />PGPA-01/PRZ-02/PCUP-12/PDR.46. City of Pleasnnton <br />Application for approval to do the following: (1) General Plan amendment to change the <br />designation of Parcel t (APN #941-1302-002-24) from Public and Institutional to Parks <br />and Recreation; (2) rezoning of Parcel 1 and 2 (APN #941-1302-005-02) from <br />Agricultural to Public and Institutional; (3) issue a conditional use permit for a park <br />which is conditionally permitted in the Public and Institutional District; and (4) design <br />review of the proposed Val Vista park renovation and expansion on parcels 1 and 2 <br />located at 6701 Payne Road. Zoning for both parcels is A (Agricultural) District. Also <br />consider the Negative Declaration prepared for the project. <br /> <br />Mr. Plucker referenced a staff report dated June 28, 2000 and highlighted key areas contained in <br />the report including background information, project description, parking, traffic issues, barrier <br />at east property edge, Zone 7 concerns, and neighborhood concerns. Mr. Plucker further noted <br />two additional improvements that could be implemented to alleviate traffic at the Johnson <br />DriveJStoneridge Drive intersection which includes restriping to allow additional through traffic <br />as well as an extension of the acceleration lane. Further, that intersection would be monitored <br />and should improvement be warranted, both improvements can be installed at a later time. Mr. <br />Plucker noted another condition will apply which directs staff to work cooperatively with <br />neighbors on issues associated with replacing masonry wall on easterly property line. Further, he <br />noted there should be an amendment to the conditions that the Director of Parks and Recreation <br />will approve park uses that could exceed provided parking spaces provided a shuttle system is <br />utilized. <br /> <br />In conclusion, Mr. Plucker noted that staff's recommendation is that the Commission <br />recommend to the City Council that the project would not have a significant impact on the <br />environment, with a finding of"da minimis impact"; that the draft negative declaration be <br />adopted; that the General Plan amendment is consistent with the General Plan; that the rezoning <br />is consistent with the goals and objective of the General plan; make the use permit findings as <br />listed in the staffreport; and approve Case PCUP-12 and PDR-46 subject to the condition listed <br />in Exhibit "B". <br /> <br />Discussion ensued relating to the number of bathrooms in the Sports Park, the soccer fields being <br />limited access use for games only, the south end of park being utilized for soccer practices, field <br />usage being coordinated through the Parks and Recreation Department, channel between sewer <br />phmt and park being utilized as a bike path, flood control channel being utilized by Emergency <br />vehicles and pedestrians, bicycle trail not being part of this project at channel, distinction of in- <br />line skating rink, whether a committee will be established for the in-line park, whether neighbors <br />will have access through courts, this plan not calling for access through courts as requested by <br />neighbors, the number of General Plan amendments that have been adopted in the Year 2000, <br />lighting at park, the parking lot being locked at dusk, odors from the sewage plant, whether <br />family restrooms will be utilized, and clarification of the water play area. <br /> <br />Jim Wolfe, Director, Parks and Recreation Department, provided an overview of the plan and the <br />amenities offered. Mr. Wolfe advised the Commission this project is supported by the neighbors <br />and he expressed enthusiasm with the park's amenities to the residents of Pleasanton. <br /> <br />PLANNING COMMISSION MINUTES June 28, 2000 Page 8 <br /> <br /> <br />
