6. PUBLIC HEARINGS <br /> <br />PCUP-13. Shin N. Wei <br />Application for a conditional use permit to establish a second unit in an approximately <br />1,000-square-foot detached accessory stmeture located at 6237 Detjen Court. Zoning for <br />the property is PUD-LDPJOS (Planned Unit development - Low Density <br />Residential/Open Space) District. <br /> <br />Mr. Plucker referenced a report dat~l .lune 28, 2000 and highlighted key areas contained in the <br />report including background information, second unit ordinance, pr.oject description, land use <br />compatibility, and street parking. In conclusion, Mr. Plucker noted that staff's recommendation <br />is that the Commission make the conditional use permit findings and approve Case PCUP-13 <br />subject to the conditions listed in Exhibit "B." <br /> <br />Discussion ensued relating to clarification of what issues the commissioners are addressing, <br />whether ordinance has been approved, whether set backs are specified in ordinance, and <br />neighbor complaints. <br /> <br />PUBLIC/~ARING WAS OPENED <br /> <br />Shin Wei, applicant, noted that his neighbor is in support of the second unit dwelling. He noted <br />that elaborate landscaping will be utilized and the only issues remaining are the timing of the <br />project. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas expressed concern with second unit being placed in the front yard; however, <br />she noted the second unit has been approved for this project. She spoke in favor of additional <br />landscaping for this property. <br /> <br />Mr. Plucker noted that the applicant is working on a landscape plan and that second unit <br />dwellings of this type are not common. <br /> <br />Commissioner Sullivan suggested that the Committee re-examine the specific part of the <br />ordinance that affects front yard second unit additions. <br /> <br />A motion was made by Commissioner Arkin, seconded by Commissioner Kameny, to make <br />tile conditional use permit findings and approve Case PCUP-13 subject to the conditions <br />listed in Exhibit "B.' <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Kameny, Maas, Sullivan, and Chairperson Roberts <br />NOES: None <br />A~SENT: None <br />ABSTAIN: None <br /> <br />PLANNING COIvflVlISSION MINUTES June 28, 2000 Page 6 <br /> <br /> <br />
