A motion was made by Commissioner Kameny, seconded by Commissioner Maas, to <br />uphold the Zoning Administrator's approval and deny the subject appeal. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: Commissioners Arkin, Kameny, Ma~, Sullivan and Chairperson Roberts <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-2000-35 was entered and adopted as motioned. <br /> <br />TR-7169. 7161, 7~01. 7452. 7451. Delco Builders <br />Application to subdivide an approximately 22.82-acre block of land into 27 single-family <br />home sites, public streets, and common open space parcels at 2530, 2560, and 2546 <br />Vineyard Avenue and 751 Clara Lane. Zoning for the property is PUD (Planned Unit <br />Development) LDR (Low Density Residential) District. <br /> <br />Mr. Swift noted that this item was continued from the June 14, 2000 meeting in order to allow <br />the applicant time to address the Commission's concerns. Mr. Swift referenced a staffreport <br />dated June 28, 2000 and highlighted key areas contained in the report including background <br />information, project description, conformitY to P.~UD requirements, houso design, conditions, and <br />house plans. In conclusion, Mr. Swift noted that staff recommends that the Commission approve <br />the application by making the Tentative Subdivision Map findings es listed in the staff report; <br />approve the Tentative Subdivision Map applications and related subdivision design features, <br />subject to the conditions listed in Exhibit "B" and conditions in Delco's letter, and approve the <br />architectural designs for the eight production models as shown in Exhibit "A." <br /> <br />Discussion ensued relating to heritage trees, whether there was an attempt to utilize contour <br />grading Lots M-2, M-3, and M-4, and clarification of elevation on lots M3 and M7. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Phil Rowe, representing the applicant, noted that Commissioner Arkin's request for a berm on <br />Lots M-2 and M-3 was not feasible for thc applicant to include in the plan due to the lack of <br />space on the hillside for the berm. He notes ~mt thc two-story homes were replaced with single- <br />story homes in this location. Mr. Rowe noted that due to the expedited timeline for production <br />of the visual analysis, a couple of trees were omitted in.the L2-L3 area. Mr. Rowe noted that <br />these trees will be included in the landscape plan. <br /> <br />In response to an inqu'my by Chairperson Roberts, Mr. Rowe noted the trees will be plant~/prior <br />to building.
