Mr. Wolfe noted a lot of thought has gone into the design of the park. He noted there is a quarter <br />of a mile between restrooms and the second restroom was located to serve the people utilizing <br />park facilities in this region of the plan. He stated that the EVA provides the police department <br />easy access to park amenities. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas moved that the Commission recommend to the City Council that the project <br />would not have a significant impact on the environment, with a finding of"de minimis impact"; <br />that the draft negative declaration be adopted; that the General Plan amendment is consistent <br />with the General Plan; that the rezoning is consistent with the goals and objective of the General <br />plan; rru~ke the use permit findings as listed in the staffreport; and approve Case PCUP-12 and <br />PDR-46 subject to the condition listed in Exhibit "B"; and that there be an amendment to <br />conditions that the Director of Parks and Recreation will approve park uses that could exceed <br />provided parking spaces provided a shuttle system is utilized. <br /> <br />Commissioner Maas further spoke in favor of approving the project. <br /> <br />Commissioner Sullivan spoke in support of plan; however, he noted he originally had concerns <br />with the soccer fields being adjacent to the sewer plant and the limited access to the public for <br />use of the soccer fields. <br /> <br />Mr. Wolfe noted that even though the Ballistic United Soccer Club donated a halfa million <br />dollars for development of the park, at no time was a commitment made that they would have <br />rights of first refusal of these fields. <br /> <br />Commissioner Sullivan noted the importance of the park being accessible for the public. <br />Further, he stated that he understood the concerns expressed by the public relating to the <br />restrooms; however, he stated the park needs restroom on both sides of the park. Commissioner <br />Sullivan suggested a recommendation that the Pleasanten Police Department patrol the park on <br />bicycles during critical times. Commissioner Maas noted that would be a good recommendation <br />to the Parks and Recreation Department for all parks. <br /> <br />Commissioner Sullivan commented on the traffic and parking issues and suggested that permit <br />parking be utilized on the streets on the south side of park. Commissioner Sullivan expressed <br />support with the way the project is conditioned for no court access to park. He requested that <br />there be a condition for a sidewalk on the south side of Stonefidge Drive. <br /> <br />Mr. Wolfe noted that the City will need to purchase a piece of land to install sidewalks along <br />both sides of Stoneridge Drive. He noted that by conditioning this project to install sidewalks <br />along both sides of Stoneridge, the City would need to purchase the property. <br /> <br />Discussion ensued relating to possible options for a sidewalk on Stoneridge Drive without <br />eliminating all of the roadway landscaping and adverse safety impacts by not having a sidewalk. <br /> <br />PLANNING COMMISSION MINUTES June 28, 2000 Page 10 <br /> <br /> <br />
