Commissioner Sullivan noted this application may be premature due to the work still in progress. <br />He expressed concern with the Jardin property issue and grading issues due to the non-agreement <br />of the alignment of Clara Lane and with issues relating to the soundwall on Vineyard Avenue. <br />He expressed concern with the number of issues yet to be determined and the lack of definition <br />in the tentative map. He noted the his primary concern is with flat pads being utilized on the <br />project due to the increased visibility of homes. He stated that the Commission requested <br />contour grading on the project to minimize the visibility of homes. He stated that planting trees <br />to reduce visibility will not be adequate mitigation. He stated he would not be in support of <br />approving the Tentative Map and advised that additional work needs to be performed on the <br />step-pad of homes and that a complete plan be brought back before the Commission when the <br />issues are resolved. <br /> <br />There was considerable discussion relating to the grading of homes. <br /> <br />Commissioner Arkin expressed concern with the homes on Lots L1 and L2. He noted he would <br />not be in favor of two-story homes at these locations. He expressed concern with the views <br />while traveling down Vineyard Avenue. <br /> <br />Commissioner Sullivan expressed concern with the step-grading of homes increasing the house <br />visibility and the visibility of the cut-and-fill grading. He noted that landscaping will not reduce <br />the cut-and-fill visibility. Chairperson Roberts stated that single-story homes are the best <br />solution to visibility issues. <br /> <br />Discussion ensued relating to the landscape plan, and Mr. Swift informed the Commission that <br />there will be a final landscape plan submitted for this project. <br /> <br />Chairperson Roberts noted that Commissioner Arkin was not present at the previous hearing and <br />inquired whether continuing this hearing for an additional two weeks would allow him additional <br />time to gain an understanding of the pwject. <br /> <br />Commissioner Arkin noted he had concerns with the views from Vineyard Avenue and with a <br />berm and soundwall being installed. He requested that the developer return with some ideas to <br />address those issues. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />Mr. Heaton readdressed the Commission and noted that the sound wall and the grading are part <br />of the laadscape plan. He noted his desire that the Tentative Map be approved and a condition <br />be added that the applicant will work with staff on the landscape plan before a final mM is <br />approved. <br /> <br />Chairperson Roberts spoke in favor of a two-week continuance to allow her time to visit the <br />property. Mr. Doyle inquired whether the Commission would be interested in meeting on a <br />one-to-one basis with the developer and staffto address the Commissioners' concerns. <br />Chairperson Roberts and Commissioner Arkin responded affirmatively. <br /> <br />PLANNING COMMISSION MINUTES June 14, 2000 Page 9 <br /> <br /> <br />
