staff recommends that the Commission approve the application by making the Tentative <br />Subdivision Map findings as listed in the staff report; approve the Tentative Subdivision Map <br />applications and related subdivision design features, subject to the conditions listed in <br />Exhibit "B;" and approve the architectural designs for the eight production models as shown in <br />Exhibit "A." <br /> <br />Discussion ensued relating to the Jardin parcel; issues relating to Condition No. 59, Clara Lane at <br />Jardin Border; McGuire EVA width; lowerin~ pads of houses to maintain views; utilizing <br />contour grading; whether there is a condition addressing l~ees; utilization of retaining wails on <br />the project; traffic consols that will be utilized on Vineyard Avenue; whether the PUD requires a <br />disclosure relating to the Livermore Airport and RMC Lonestar; expansion of the mining <br />operations; fencing conditions; berm locations; and the timeline for the project. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Phil Rowe, developer, noted that the widening of Clara Road will be adjacent to where the Jardin <br />property star'cs and that there will be a 20-foot easement to ailow for widening. He stated that the <br />applicant has resolved issues relating to the road and desires to move forward on the project. <br />Mr. Rowe commented on the lawsuit initiated by Mr. Oelman. Mr. Rowe stated that a disclosure <br />will be provided to prospective buyers on issues relating to the Airport and RMC Lonestar. <br />Mr. Rowe noted that the landscaping plan was added for the Commissioners' review. He <br />expressed concern with the timing of the project and noted that the City Council has approved <br />this property for growth management for the year 2000. Mr. Rowe provided an overview of the <br />McGuire lots and height issues of the hill. He stated that the developer has a good working <br />relationship with staff and will be able to address issues raised by the Commission. <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Rowe noted that Delco only has plans to <br />develop property already acquired. <br /> <br />Commissioner Maas commended the developer on the individuality of home models and the <br />number of single-story homes. <br /> <br />Discussion ensued relating to the house at Lot M2 and reducing the home to a single story. <br /> <br />Doyle Heaton, Delco Builders, commented on the amount of money invested in the project and <br />noted that this project will provide the beginnit~g ~cture for the new school and the <br />Vineyard Corridor. Mr. Heaton stated that each lot represents $30,000 in cash or off-site <br />improvements. He noted that the developer has attempted to meet the requirements of the PUD. <br />He noted his desire for a supportive vote t~om the Commission to continue the grading plan and <br />stated that if approved, the project will commence in the Fail of 2000. <br /> <br />Discussion ensued relating to colors for the homes in the project, grading issues, and pads <br />utilized for the project. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />PLANNING COMMISSION MINUTES June 14, 2000 Page 8 <br /> <br /> <br />
