Chairperson Roberts <br />s~conded the motion. <br /> <br />Commissioner Maas noted she is uncomfortable with the traffic issues and commented on the <br />traffic a~ the West Los Positas Interchange. <br /> <br />Chairperson Roberts noted that while the interchange is still being discussed, the project has the <br />potential to create jobs for people in the area, as Mr. Keman discussed, and possibly reduce <br />tmffic. <br /> <br />Discussion ensued relating to the timeline for traffic monitoring reports, to strongly encouraging <br />t~aants to hire a percentage of employees that live in the Tri-Valley area, and to the timeline for <br />the completion of the West Las Positas Interchange. <br /> <br />Ms. Seto noted that the language "s~ongly recommended to encourage hiring of Tri-Valley <br />residents' would be acceptable. <br /> <br />Commissioner Maas noted she would vote in support of project if traffic monitoring is strictly <br />adhered to and possible fines would be imposed if there were any deviation in the number of <br />employees working in a building. <br /> <br />Ms. Seto provided a history of the TSM program and noted that fining for deviations of the TSM <br />program has been repealed by California statute. Ms. Seto, however, noted that staff could draft <br />a condition to lower occupancy rates if there is any deviation from the allowable number of <br />employees. Commissioner Arkin and Chairperson Roberts amended the motion to include <br />lowering occupancy rates if TSM measures are not met. <br /> <br />A moti~m was made by Commissioner Arkin, seconded by Chairperson Roberts, to <br />approve case PUD-80-6-18D by adopting the draft resolution subject to Exhibit "B," the <br />draft comdttions of approval; further, that a sign be installed designating the location of the <br />EV station; that U.S. Green Building LEED scoring be utilized on the project with a report <br />to the Commission; that TSM monitoring be performed on a six-month basis during the <br />first year; and, that there be a condition that occupancy rates could be lowered on a <br />pro-rata basis ff TSM measures are not met. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />A~STAIN: <br /> <br />Commissioners Arkin, Maas, and Chairperson Roberts <br />None <br />Commissioners Kameny and Malmrose <br />Commissioner Sullivan <br /> <br />Resolution No. PC-2000-32 was entered and adopted as motioned. <br /> <br />PLANNING COMMISSION MINUTES June 14, 2000 Page 4 <br /> <br /> <br />
