setbacks of buildings to the east of the development, the variances in setbacks, and whether there <br />will be parking on the Stoneridge Drive side of building. <br /> <br />PUBLIC II~ARING WAS OPENED <br /> <br />Jeff Anttim, Antrim Engineering and Construction, noted that the change in the setbacks is due <br />to the lot being curved. Further, that the parking lot is in the rear of the building due to it being a <br />continuation of the existing parking lot. He noted this is a shared driveway access and there will <br />be no driveway entrance on Franklin Drive at the corner and no access from Stoneridge Drive. <br />He noted that the developer has built several projects called "green construction," and he <br />provided an overview of the recycled materials that will be utilized on this project. He advised <br />that there will be no sidewalk on the west side of Franldin Drive due to the utilities for <br />transformers, sewer connections and telephone poles being installed. He noted that a condition of <br />approval is to extend the sidewalk f~om the corner of Franklin to the project and he advised that <br />the developers are still working with PG&E to locate a place for the transformer. <br /> <br />Mr. Antrim informed the Commission he is familiar with the LEED scoring system but not <br />familiar with how the score is calculated. He noted he would be in favor of utilizing LEED <br />scoring for the project as long as the developer did not bear the cost. He provided an overview <br />of his familiarity with recycled materials utilized on other projects. <br /> <br />Mr. Antrim stated that all tenants are aware of traffic mitigation measures and have signed leases <br />agreeing to abide by traffic measures. Mr. Antrim stated that all setback requirements and <br />parking ratios have been met, that build-out is less than allowed in the PUD, that no variances <br />are being sought, and that the applicant agrees with all conditions, including those contained in <br />Exhibit "B." Mr..an;rim noted that the traffic report is based on full build-out and therefore is <br />somewhat conservative. In conclusion, Mr. An~a requested that the Commission approve the <br />application. <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Antfim noted that the plans are ready for <br />submittal and that the project will commence around August 1, 2000. <br /> <br />Pat Kernan, Hoyt-Fenton, noted that his law finn is leasing the entire second floor of the <br />building. He noted that he is aware of traffic issues and would be hiring local employees in <br />order to address traffic issues. He stated that this is the fa'st major law firm to locate to this area. <br /> <br />PUBLIC I-IEARING WAS CLOSED <br /> <br />Discussion ensued relating to the ways in which TSM programs are monitored and whether the <br />TSM report can be requested more than annually. <br /> <br />Commissioner Arkin moved to approve case PUD-80-6-18D by adopting the drai~ resolution <br />subject to Exhibit "B," the clra~ conditions of approval; further, that a sign be installed <br />designating the location of the EV station, that the U.S. Green Building Alliance LEED score be <br />utilized for this project with a report to the Commission in a timely manner, and that traffic <br /> <br />PLANNING COMMISSION MINUTES June 14, 2000 Page 3 <br /> <br /> <br />
