MATTERS INITIATED BY COMMISSION MEMB1ERS <br /> <br />a. Discussion regarding public notices <br /> <br />Ms. Seto referenced a staff report dated May 2, 2000 relating to public notices. Ms. Seto <br />highlighted key areas contained in the report including the legal requirements, City of Pleasanton <br />noticing, wording of notices, and sample notices recently distributed. Mr. Plucker noted that the <br />Planning Department in 1999 sent out approximately 35,000 notices (22,000 for items reviewed <br />by the Planning Commission and, subsequently noticed for a City Council hearing; and 13,000 <br />notices for applications for which a public hearing was held before the Planning Commission <br />only). Ms. Seto noted that the City Clerk conducted an informal survey of various cities, and <br />other cities were not providing expanded notices past the 300 foot radius or additional print ads. <br /> <br />Discussion ensued relating to the cost of noticing, the average number of notices sent out for a <br />project being in the 500-600 range, and the wording utilized on the notices being confusing. <br /> <br />Chairperson Roberts suggested that a small map of the property be included on the notices. <br /> <br />Commissioner Sullivan suggested that staff examine the Pleasanton W. Las Positas Committee's <br />notices for wording. <br /> <br />Commissioner Arkin suggested that a bullet format be utilized for highlighting key issues and <br />providing clarity in the notices. <br /> <br />Commissioner Arkin suggested that certified letters and a return receipt be sent to adjacent <br />property owners to ensure that the public has been notified. <br /> <br />Commissioner Arkin noted he would be in favor of staff's suggestion for an automated phone <br />system. <br /> <br />Commissioner Maas suggested conducting a random sampling by phone to determine whether <br />property owners have received notice of hearings. <br /> <br />PLANNING COMMISSION MINUTES May 10, 2000 Page 7 <br /> <br /> <br />
