In conclusion, Mr. Plucker noted that staff's recommendation is that the Commission approve <br />Vesting Tentative Map 7176 by making the tentative map findings as listed in the staff report and <br />adopt a resolution approving the vesting tentative map application subject to the conditions listed <br />in Exhibit "B." <br /> <br />Discussion ensued relating to landscaping of median near Muirwood South, whether Foothill <br />Road will need improvements after water mains are installed, whether the project has met the <br />"spirit" of the Overlay District, the criteria utilized for the Geologic Assessment HaTard <br />Abatement District, clarification of the whipsnake barrier, location of access points to staging <br />areas, whether the left side of Lot 6 will include additional masonry, clarification of the water <br />mains to be utilized, clarification of the fencing that will be utilized between homes, the location <br />of on-street parking, whether traffic lights will be utilized at this project, the location of gates, <br />and whether dormers on the home on Lot 1 are for aesthetic uses only. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Phil Rowe, the applicant's representative, stated that the developer has worked concurrently with <br />staff on this project. He stated the design ofbomes complies with the spirit of the Overlay <br />District. Mr. Rowe provided an overview of the amenities this project will offer including the <br />Lemoines' dedication of an acre of property to the park district for connecting trails, $145,000 <br />being contributed to the park district to provide permanent long-terra access to the park facilities, <br />$125,000 being contributed to the neighbors in order to relocate the private road entrance 50 feet <br />to the south, clustering of houses in flat areas, and planting of additional trees. <br /> <br />Mr. Rowe noted he is proud of the design of the houses including the additional masonry on <br />homes. He expressed concurrence with staff's conditions, with the exception of Condition 16. <br />He requesled that flat pads be utilized for homes to keep the height of homes as low as possible. <br />He stated that the plans for these homes would not be viable, if split pads are required. <br /> <br />Mr. Rowe clarified that the water extension line is approximately 2,500 feet and will be tied into <br />the 770 pressure line which connects to the 640 pressure line. Further, he stated this line would <br />provide infrastructure to future homes. He noted that extensive testing has been conducted of the <br />slide areas in this location, and the experts have agreed there is no potential for a slide. He <br />informed the Commission that the developer has attempted to eliminate garage doors from view, <br />in accordance with the Overlay District guidelines. Further, that the EVA road is intended to be <br />closed with the Lemoines accessing property from the northern street and Ms. Sorensen <br />accessing property from the hammerhead. <br /> <br />Discussion ensued relating to the Lemoines acreage, clarification of the use of fiat pads versus <br />split pads, and the whether there was difficulty in encompassing the "spirit" of the overlay <br />district in the development. <br /> <br />In response to an inquiry by Chairperson Roberts, Mr. Plucker noted that stepping of the homes <br />can be achieved through the utilization of low retaining walls or isolated stepping of the homes. <br />Mr. Plucker stated that staff would like the opportunity to work with the developer to determine <br />the homes that could utilize split pads and allow easing of slopes.
