Mr. Plucker stated that staff believes the project is consistent with the approved PUD <br />development plan and is recommending approval of the Tentative Tract Map. In addition, staff <br />is recommending that the Commission make a recommendation to the City Council that the <br />maintenance rate of the affordable units be set at 50 percent of the market-rate amount, and that <br />the Council waive the affordable housing fees for the project. <br /> <br />In response to questions from the Commission, Mr. Plucker provided clarification regarding <br />fence design, sidewalk design, and the floor area ratio. Commissioner Arkin asked if there are <br />guidelines to determine the size of the affordable units. Mr. Plucker advised that there are no <br />specific guidelines, but the units must have livable end usable space and provide for an adequate <br />starter home. He noted that the affordable homes in this project are larger than other typical <br />affordable units that have been provided. Chairperson Roberts noted that the affordable un/ts are <br />comparable to some of the three bedroom homes that are located in the older neighborhoods of <br />the City and that they don't seem to be too small. <br /> <br />In response to a question from Commissioner Sullivan regarding the $180,000 price for the <br />affordable units, Mr. Plucker advised that this price was set as a result of the City Council's <br />direction that the price would be 80% of the median income, end the criteria for the design was <br />that the homes be usable and functional. He noted that for the cost, this is the best product that <br />has been offered thus far. <br /> <br />Commissioner Arkin expressed concern regarding the finding that the Tentative Map is <br />consistent with the General Plan, noting that the General Plan states that the extension of Rose <br />Avenue to Valley Avenue shall be diligently pursued. He asked if it is possible to hold up the <br />Tentative Map until Rose Avenue is extended. Mr. Plucker advised that when the project was <br />designed and the PUD was approved it was determined that the design of the project would be <br />the same whether Rose Avenue was extended or not. Commissioner Arkin stated that he feels it <br />is a good project with beautiful homes. He questioned whether it is feasible to have the project <br />brought back once Rose Avenue is extended. Mr. Plucker stated that the development would <br />function with or without the extension of Rose Avenue. He noted that the project is required to <br />pay its pro rata share of infrastructure improvements as conditioned in the PUD. Commissioner <br />Maas stated that according to the staff report, the extension of Rose Avenue is being pursued <br />diligently. Commissioner Sullivan noted that another project at the end of Rose Avenue was not <br />approved because Rose Avenue was not extended. Commissioner Arkin questioned whether a <br />General Plan Amendment should be done to remove this program from the General Plan. Mr. <br />Plucker responded that this would be one option. Commissioner Sullivan noted that the Planning <br />Commission had recommended to the City Council that a study of the entire Rose Avenue area <br />be done. He advised that the City Council voted unanimously against this. <br /> <br />PUBLIC Il'EARING WAS OPENED <br /> <br />Mr. Craig Champion of Summerhill Homes represented the applicant. He reported that the <br />market-price homes are from slightly over 2,400 square feet for the single-story, three bedroom <br />home, to about 4,100 square feet, on lots from just under 7,000 square feet to 10,700 square feet. <br />He noted that the affordable unit lots are about 5,000 square feet.
