Mr. Bocian advised that while the design modifications can be offered, the City still must <br />approve the plan. Commissioner Maas suggested that the wording might need to be revised. <br />Chairperson Roberts suggested that the word "reduced" be changed to "adjusted." <br /> <br />Chairperson Roberts questioned the program in the proposed Ordinance, which requires all <br />multiple family projects to build 15% of its units as affordable units. Mr. Bocian stated that the <br />Ordinance sets forth the possibility of paying the fee. <br /> <br />Mr. Boeian advised that the Planning Commission's comments on the proposed Ordinance shall <br />be provided to the Housing Commission. The Housing Commission's recommendation will be <br />forwarded to the City Council. <br /> <br />e. Presentation re~ardhm the Canital lmorovement Prot, ram <br /> <br />Mr. Bo~ian advised that the purpose of this item is for the Planning Commission to review the <br />FY 2000-01 pmjeets that have been approved for funding in the Five-Year Capital Improvement <br />Program and to approve the CIP as present~l or identify any changes the Commission finds are <br />appropriate. He noted that there are no major revenue changes for next year. He noted that the <br />Planning Commission made the finding of the CIP's consistency with the General Plan during its <br />review last year. <br /> <br />Commissioner Sullivan asked if the Del Valle Parkway Extension had been eliminated from the <br />Oeneral Plan. Mr. Grubstick advised that the extension from First Street to California Avenue is <br />still planned and that staff is trying to obtain the right-of-way to complete the project. <br /> <br />Commissioner Sullivan noted that there are three things he would like to move up on the priority <br />list, all which would facilitate the use of BART. He noted that additional parking at the station is <br />needed and that Owens Drive is currently under-utilized. He suggested that two traffic lanes be <br />replaced with on-street parking. He noted that this would be inexpensive and could be <br />completed very quickly. Mr. Bocian advised that the City Council is looking at parking options <br />for BART. Commissioner Sullivan recommended that bike lanes be installed throughout the <br />Hacienda Business Park. He noted that sidewalks for bike use are not a good option. He also <br />recommended that the gates be open on the gravel roads that mn along the Arroyo from BART <br />to West Las Positas to allow bike and pedestrian access. <br /> <br />Commissioner Arkin ~commended that consideration be given to Downtown parking. Mr. <br />Bocian noted that this project is funded for 2000-01/2001-02/2002-03, in conjunction with the <br />development of the Downtown Specific Plan. <br /> <br />In response to an inquiry from Chairperson Roberts, Mr. Bocian advised that the "Fiber Optics <br />Cable Installation" will be installed in City facilities for use by City staff. <br /> <br />PLANNING COMMISSION MINUTES March 22, 2000 Page 10 <br /> <br /> <br />
