Commissioner Sullivan stated that he would like to discourage having second units as an <br />acceptable part of an affordable housing plan. He noted that he supports having the Housing <br />Commission review proposals prior to the Planning Commission, in that he would like to have <br />the Housing Commission's recommendation prior to the Planning Commission reviewing the <br />application. He indicated that he agrees that there should be an increase in the in-lieu fees and <br />that he would like to have the Planning Commission review the current fees. He stated that he <br />would like to see COI projects provide a plan that provides affordable housing. With regard to <br />properties designated for large lots, he advised that he would like to see a proactive approach <br />taken to see what land is currently left and, determine if land can be rezoned to provide <br />affordable housing. <br /> <br />Commissioner Maas stated that she concurs with Commissioner Sullivan's suggestion to look at <br />remaining land opportunities. <br /> <br />Chairperson Roberts advised that she is opposed to the incentive that allows for design <br />modification reductions; she stated that these suggestions should not be made up front, but <br />should be left 'to the Planning Commission and City Council as opportunities to make homes <br />more affordable during the review of the projects. <br /> <br />Commissioner Arkin noted that he would be in favor of removing Section B (Design <br />Modifications). <br /> <br />Chairperson Roberts asked for a clarification regarding the statement on page 7 regarding the <br />method for assuring that units retain affordablity. She noted that she doesn't want to discourage <br />builders from building a project which by its nature is affordable, such as smaller homes on <br />smaller lots, which could sell below the market price for Pleasanton. She stated that this <br />language makes it sound as if these homes would have to retain affordability in perpetuity, and <br />she wants to allow the opportunity for developers to build low cost homes without restrictions <br />when the homes are resold. Mr. Bocian stated that the focus of this provision is to meet with <br />developers to establish a way to insure that affordable units remain affordable without having <br />deed restrictions. <br /> <br />Chairperson Roberts expressed concerned with the 20% residential target requirement. Mr. <br />Bocian advised that this is a goal in the General Plan. <br /> <br />Mr. Bocian noted that he understands the concerns regarding design modifications. He advised <br />the experience has been that affordable housing doesn't always fit and the more tools you have to <br />help make it fit, the better success you will have. He noted that the City Council would have to <br />approve these rnodificatious. He advised that the intent of the design modifications is to allow <br />the opportunity to make the project work. <br /> <br />Commissioner Maas noted that if the design modifications are not made throughout the entire <br />project and only made to the affordable units, then it is discriminatory. Commissioner Arkin <br />stated that he does not want developers to use the design modifications as a "club" With the <br />neighbors by saying these modifications are permissible because the project is affordable. <br /> <br />PLANNING COMMISSION MINUTES March 22, 2000 Page 9 <br /> <br /> <br />
