Donna Miller. and Gene and Carol Strom <br />Application for PUD pre-zoning and PUD development plan approval for a residential <br />subdivision consisting of 12 new single-family lots and two existing single-family homes, <br />open space, and public park uses, and public slteet and infrastructure improvements <br />located on approximately 55.4 acres; and designating an approximately 5.22-acre area for <br />a future senior care facility. The overall project site is unincorporated and is located at <br />11393 Dublin Canyon Road. The Planning Commission will also consider the negative <br />declaration prepared for the project. <br /> <br />Ms. Sero advised the Commission that public testimony and the applicant's presentation should <br />be postponed until Commissioner Kameny arrives to ensure he has full access to the same record <br />as the other commissioners. <br /> <br />Mr. Plucker referenced a staff report dated March 8, 2000 and highlighted key areas contained in <br />~ report including background information, project description, General plan issues, visual <br />analysis from Dublin Canyon Road, conservation easement, and the relationship to the West <br />Foothill Road Corridor Overlay District. In conclusion, Mr. Plucker noted that staff's <br />recommendation is that the Planning Commission forward Case PUD-99-03 to the City Council <br />with a recommendation for approval by making the finding that the proposed PUD Prezoning <br />and PUD Development Plan will not have a significant environmental impact and adopt a <br />resolution recommending approval of Exhibit "C," the draft Initial Study/Negative Declaration <br />for PUD-99-03; make the finding that the proposed PUD Prezoning to the PUD (Planned Unit <br />Development) - LDR, C, and PHS/WO (Low Density Residential, Commercial, and Public <br />Health and Safety/Wildlands Overlay) district and the PUD Development Plan are consistent <br />with the Pleasanton General Plan; make the PUD Development Plan findings as stated in the <br />staff report; and adopt a resolution recommending approval of the PUD Prezoning to the PUD <br />(Planned Unit Development) - LDR, C, and PHS/WO (Low Density Residential, Commercial, <br />and Public Health and Safety/Wildlands Overlay) district, and recommending approval of the <br />PUD Development Plan subject to the revised draft conditions of approval stated in Exhibit "B." <br /> <br />Discussion ensued relating to first tier lots, the timeframe when story poles were removed, FAR <br />issues, whether the buildable part of lots are being considered, the height of homes, the proposed <br />color for homes being the same as the West Foothill Overlay District, issues relating to the <br />Senior Care Commission, and requiring preplanting of trees. <br /> <br />Commissioner Arkin suggested that other items on the agenda be addressed until Commissioner <br />Kameny arrives. <br /> <br />On Commission consensus, the agenda was taken out of order. <br /> <br />PLANNING COMMISSION MINUTES March 8, 2000 Page 3 <br /> <br /> <br />
