PUBLIC HEARING WAS REOPENED. <br /> <br />Hoss Bozorgzad provided an overview of the fencing that will be utilized on the project and <br />noted that he desired solid fencing in the hackyard area to retain privacy while still providing an <br />aesthetically pleasing fence for the neighbors and the retention of their views. <br /> <br />PUBLIC HEARING CLOSED. <br /> <br />Chairperson Roberts spoke in support of olive trees being utilized on the project and 24-inch box <br />trees being pre-planted even before the building permit is issued. Commissioner Arkin <br />concurred with 24-inch box trees being pre-planted. <br /> <br />Chairperson Roberts noted that she visited the site and that the Greenbriar homes were more <br />visible than this project. She noted the applicant has done everything possible to lower the <br />visibility of his home. She added that if the vacant lot on Sycamore was built, it would obscure <br />the project and that the applicant has lessened the visual impacts for the homeowners to the <br />north. <br /> <br />Commissioner Sullivan commended the applicant for his efforts in reducing the visibility by <br />lowering roof lines and providing landscaping. He noted he understood the applicant's desire to <br />keep the front of his home open for views; however, he noted it is the most visible part of the <br />home with the trees around the rear and side of the house protecting the views from the north and <br />the east. He noted that the views from Sycamore Road and the valley floor are not protected by <br />trees. Commissioner Sullivan requested that additional visual analyses be provided, as they are <br />for homes on Foothill Road, and a picture be taken from the intersection of the new "A" Street <br />and the private road up to the house. He noted these analyses would be consistent with what was <br />required for other developments in this highly-visible area. He further requested that thc same <br />color scale required for the Foothill Road Overlay District be utilized for this project. <br />Commissioner Sullivan noted he understood the applicant's desire for privacy; however, he <br />expressed concern with visibility and the stucco fencing being utilized at the highest point of the <br />lot. He requested that the application be reviewed after a better visual analysis is provided, the <br />color is modified to 40 percent, and issues relating to the stucco wall are addressed. He noted <br />that the excavation on this property is a visual impact. <br /> <br />Commissioner Maas noted she desired provision of a better visual analysis; however, she would <br />not be in support of postponing the application until after an analysis is provided. She noted she <br />is satisfied with the amount of proposed landscaping and the proposed pre-planting of trees. <br /> <br />Commissioner Arkin noted he understood the Commissioners' concern with the lack of visual <br />analysis; however, he would support the project due to the neighbors speaking in support of the <br />project. <br /> <br />Commissioner Maas noted that the design of the house is aesthetically pleasing and that the <br />issues relating to the fencing have been explained adequately. <br /> <br />PLANNING COMMISSION MINUTES February 23, 2000 Page 4 <br /> <br /> <br />
