and suggested that the north side of the property be pre-planted with 24-inch box trees to <br />mitigate noise and visual impacts on the neighbors. He stated that the applicant desired to utilize <br />fruitless olive trees due to the mass of trees being up higher to mask the residence; however, he <br />stated that the shape of the fruitless olive trees would not block the porch or main structure floor. <br />He stated that the applicant has agreed to remove some of the concrete in the parking structure <br />and provide landscaping and trees in the parking area. Mr. Munn expressed concern with the <br />species of the five additional trees at the turnaround and at the window of the guest room and <br />requested that low profile trees be utilized. <br /> <br />Commissioner Maa~ noted that visual analyses are normally provided which would demonstrate <br />the landscaping at three-, five- and seven-year intervals. <br /> <br />In response to an inquiry by Commissioner Arkin whether the species of trees have been <br />identified, Mr. Munn noted that the applicant would work with staff relating to the planting of <br />trees and their size. <br /> <br />Mr. Plucker noted pre-planting of the trees would allow for additional screening of the home <br />during the construction phase of the residence. In response to an inquiry by <br />Chairperson Roberts, Mr. Plucker noted that there is a limited selection of 36-inch box trees <br />available. In response to an inquiry by Chairperson Roberts, Mr. Munn noted that the back lot at <br />the garage is reduced by rotating the building and that the applicant is examining various options <br />to address that issue. <br /> <br />Discussion ensued relating to the fencing used, and the applicant noted that there will be four <br />types of lancing on the project: stucco, wrought iron, open wire fencing, and redwood fencing. <br /> <br />Karen Bach, 446 Sycamore Road, noted she is the neighbor most impacted by this residence and <br />that she supports the project. She noted that a number of visual impacts have occurred during <br />her 11 years living at this residence. She commented on the beautiful architecture of this project <br />and noted her reluctance with the architecture being covered by landscaping. She noted it is a <br />favorable plan with aesthetically pleasing landscaping. She requested that the Commission vote <br />in favor of the project. <br /> <br />John Severini, 433 Sycamore Road, noted he has reviewed the plan and stated it is a <br />well-designed home that fits in the area. He noted that the G-reenbriar homes pale in comparison <br />to the architectural design and quality of the proposed project. He expressed reluctance with the <br />trees blocking the architectural design of the home. He stated that there should be no hesitation <br />on the Commission's part to approve the project. <br /> <br />Jack Keane, 417 Sycamore Road, spoke in support of the project and noted he has no objection <br />to the plans.
