4. I~VISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Plucker stated that Item No. 6C will be continued to the March 8, 2000, meeting, as <br />referenced in the agenda. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />pCUP-O2/PDR-12. Gre~ Munn for Hoss Bozor~zad <br />Application for a condition~ use permit and design review approval to construct an <br />approximately 5,504-square-foot, two-story residence with an approximately <br />750-square-foot, one-story detached secondary unit located at 488 Sycamore Road. <br />Approval by the Planning Commission is required for the design of the proposed <br />structure, and for the proposed secondary trait. Zoning of the property is PUD-LDR <br />(Planned Unit Development-Low Density Residential) District. <br /> <br />Mr. Plucker referenced a staff report dated February 23, 2000 and highlighted key areas <br />contained in the report including background information, project description, required setbacks, <br />architecture, visual impacts/colors, landscaping, and fencing. Mr. Plucker noted that the <br />applicant requested that Condition 10B be amended to include retaining the olive trees. <br />Mr. Plucker noted that staff is amenable to that modification provided that the olive trees be an <br />equivalent of 36- or 48-inch box trees. The applicant further requested that Condition 10G be <br />modified to read, "that the equivalent of one parking stall be maintained." Mr. Plucker noted <br />that staff would recommend requiring that the pavement area be reduced sufficiently enough to <br />allow three, 36-inch box trees along the property line to screen the house when viewed from the <br />northwest. In conclusion, Mr. Plucker noted that staff's recommendation is that the Commission <br />approve Case PDR-12, subject to the conditions listed in Exhibit "B. 1.' and that the Commission <br />approve Case PCUP-2, by making the Use Permit findings as listed in the February 23, 2000 <br />staff report and approving the use permit, subject to the conditions listed in Exhibit "B.2." <br /> <br />Discussion ensued relating to the depth of the excavation, the size of the adjacent G-reenbriar <br />homes, whether additional visual analyses would be provided, location of the parking structure, <br />and the height of the home. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Gtegg Munn, Applicant, commended staff for their work in the project and stated that a <br />satisfactory compromise was reached. He noted that the prairie-style home was chosen for its <br />low-profile, rural appearance that would blend in with the neighborhood, and the reduction of <br />massing by utilizing first-floor roof line and balconies. He noted that vertical masonry was <br />utilized to bring down the profile of the house, that a serpentine footprint was utilized to match <br />the topography, and muted earth tone colors were utilized to mass the building element. <br />Mr. Munn stated that the applicant agrees with the findings, recommendations, and the <br />conditions listed in the staff report.
