The P-Town Hon Yard. L.P. <br />Application for a modification to an approved conditional use permit for The Hop Yard <br />Alehouse and Grill, locatmt at 3015-E Hopyard Road, to increase the number of seats <br />within the bar/restaurant by approximately 29 seats. Zoning for the property is PUD-C <br />(Planned Unit Development - Commercial) District. <br /> <br />Mr. Plucker referenced a staff report dated February 23, 2000, and highlighted key areas <br />contained in the staff report including background information, site and project description, <br />parking history, parking demand, available parking, and public notice. In conclusion, <br />Mr. Plucker noted that staff recommended that the Commission determine that the use permit <br />f'mdings for the 29 seat expansion cannot be made and deny the modification to Case UP-93-47; <br />and direct the applicant to conduct hourly parking counts over a two-week period this summer <br />and then reapply for the expansion should the parking counts indicate that adequate parking <br />would be available for the proposed expansion. <br /> <br />Discussion ensued relating to parking issues, the calculations utilized to determine parking, <br />whether other restaurants in shopping center that have expanded have faced the same issues, and <br />whether overflow parking affects nearby residents. <br /> <br />PUBLIC ItEARING WAS OPENED. <br /> <br />The applicant noted this restaurant has been in business at its present location for six years and <br />stated this is a community-minded business. He noted he has received numerous requests to <br />expand the restaurant and that the business has recently been expanded into an adjacent area that <br />was vacant. He noted that parking is not an issue at lunchfime and at this time of year when it is <br />not softball season and that during the softball season, parking becomes an issue only for ten to <br />twenty minutes on Friday evenings during game overlaps. He commented on the measures taken <br />by the shopping center to reduce parking by the Sports Park patrons. He stated that the parking <br />lot adjacent to nearby residents is locked at 7:30 p.m. and that the majority of businesses in this <br />shopping center operate from 9:00 a.m. to 5:00 p.m. <br /> <br />Discussion ensued relating to staff perform'mg the analysis during the summer, where employees <br />park, patron parking at the sports park, and the applicant closing off a section of the restaurant <br />for a small period of time. <br /> <br />The applicant expressed appreciation to staff for their conservative approach; however, he noted <br />he respectfully disagreed with the parking concern and stated that the restaurant is not creating <br />an additional parking problem. <br /> <br />PUBLIC HEARING WAS CLOSED. <br /> <br />Discussion ensued relating to the parking at the Sports Park and the complaints relating to <br />parking that staff has received. <br /> <br />Commissioner Maas expressed concern with penalizing a successful business. <br /> <br />PLANNING COMMISSION MINUTES February 23, 2000 Page 11 <br /> <br /> <br />
