Chairperson <br />Roberts seconded the motion. <br /> <br />o <br /> <br />Commissioner Sullivan noted his pleasure with staff's proactive approach to traffic issues as <br />indicated on page 5 of the staff report, and how the City is attempting to deal with traffic issues <br />as the City is getting closer to build out. He noted that although staff's solution with the Pacific <br />Bell application does not reduce the munber of cars, it attempts to address the congestion <br />problem and that tying traffic issues in with telecommuting issues is the system approach that he <br />referenced at the January 26, 2000 Commission meeting. He noted the importance of not <br />examining issues in a vacuum, based on a single development, but examining issues as a system. <br />He commended staff for their efforts. He noted he would vote in support of approving the <br />application. Commissioner Sullivan requested that a condition be added that the building be <br />designed to be energy-efficient and shall generally seek to comply with the energy-efficiency <br />guidelines of the U.S. Green Building Council. <br /> <br />Commissioner Maas initiated discussion relating to having a designated smoking area; however, <br />due to this being a dispatch center with technicians checking in and then going back out, there <br />may not be a need for a smoking area. <br /> <br />Chairperson Roberts requested that the motion include the condition that the building be <br />designed to be energy-efficient and shall generally seek to comply with the energy-efficiency <br />guidelines of the U.S. Green Building Council. Commissioner Maas expressed agreement with <br />adding the condition.
