David Wagner, 143 Second Street, Architect for Pacific Bell, noted that it is small project and
r that the packet of materials provided is comprehensive. He commented on the parking area and
stated that the old building is being added next to existing building to replicate the architecture of
the existing building. He noted there was a concern with the condition of the existing
landscaping and that older species were more representative of a decision process from the
1970's and not applicable to proper water conservation measures and species type at the present
time. He stated those issues have been addressed throughout the visible part of the site. He
stated that the applicant has worked with staff and reviewed all the conditions and that the
applicant concurs with staff's conditions.

Discussion ensued relating to location of the wrought-iron fence and whether a shower for the
facility is planned. Mr. Wagner noted that due to the location of the project, there will not be a
large nwnber of people bicycling to work at this site.

Chairperson Roberts determined there were no public speakers who wished to address the
Commission.

PUBLIC BEARING WAS CLOSED.

Commissioner Kameny stated he had no comments.

Chairperson Roberts noted her desire for the installation of zero-emission vehicle stations at this
site.

r'

Commissioner Arkin expressed support for having zero-emission vehicle stations at this site.

Commissioner Sullivan expressed support for battery-recharging stations or similar stations to
encourage the use ofzero-ernission vehicles.

Jim Stair, Architect for Pacific Bell, noted he could not provide the Commission with an answer
on the degree to which zero-emission vehicles are being used or plan to be used by Pacific Bell.
He noted that Pacific Bell is doing everything possible to advance efforts in that direction and
that Pacific Bell supports that idea. He stated he would be in favor of gaining the Commission's
input and seeing what could be worked out.

Chairperson Roberts noted that Stoneridge Mall has electric vehicle recharging stations.
Commissioner Akin stated that maybe the applicant should be encouraged to utilize
zero-emission vehicles as service vehicles. Commissioner Karneny noted that the Commission's
duty is to approve the design of the building.

A motien was made by Commissioner Maas, seconded by Commissioner Kameny, to fmd
tllet the project would not have a significant effect on the environment and to adopt a
resolution approving the attached negative declaration; to find that the project has a De
Minimil "pad on the site's wildlife; and to fmd that the project is consistent with the
General Plan.

r

PLANNING COMMISSION MINUTES

February 9, 2000

Page 6
